- DEPARTMENT OF THE AIR FORCE I. JUSTIFICATION AND APPROVAL, PART 1 78ABW WARNER ROBINS AIR LOGISTICS CENTER PR Numbers: F3QCCM9211A001, F3QCBE9198A001, and F3QCCM9198A002 Category: Other Contracting 11. NATURE OF THE ACTION: Due to the circumstances described below, this activity will acquire the following using Other Than Full and Open Competition (OTF&OC) procedures: This purchase is for 38 ea Hewlett Packard 460c G6 Blade Servers. The estimated price for this requirement is $3 56,203.40 a. Engineering Services: N/A b. In support of: The 78CG Server farm c. Type Requirements: Air Force d. Special features: Proprietary Hardware e. Period of Performance: One time acquisition f. Class: N/A 111. DESCRIPTION OF REQUIREMENT: 78 ABW Communications Directorate (78 ABWISCPHD) is purchasing additional blade servers to upgrade and expand our current blade server infrastructure. This purchase will also replace servers that have met or will meet their End of Life (EoL) within in this fiscal year. IV. STATUTORY AUTHORITY FOR BRAND NAME JUSTIFICATION: 1 0 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. V. DEMONSTRATION THAT AUTHORITY IS APPROPRIATE: The agency's minimum needs can only be satisfied by the particular brand name stated. Justification: This equipment is needed to upgrade and enhance the current capabilities of the existing HP blade server solution that already exists in 78 ABW data center. It is proprietary solution manufactured by HP and only HP Blade servers can be used within our blade server infrastructure. A single vendor solution is important for the datacenter to save money on administrative support and training. These costs have the potential to become extensive considering different training classes that may have to be taken, learning curve that would be required to support a different system and loss of production and customer support from other systems. Findings from market research show that there are multiple vendors providing these products. thereby ensuring open and fair competition. VI. EFFORTS TO ADD ADDITIONAL SOURCESISOLICIT FROM AS MANY SOURCES AS POSSIBLE: In an effort to overcome such a barrier to competition in the future. the market will be scanned frequentlj for new hardware that can fuIfill the government's requirements.
