- THIS IS NOT AN ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. No telephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time. Standard company brochures will not be reviewed. The Environmental Protection Agency (EPA) is performing market research to determine potential Small Business sources in preparation for a future procurement. The EPA Office of Water, Office of Science and Technology, Health and Ecological Criteria Division has a requirement for a contractor to provide technical and regulatory support services for the development of human health criteria, health advisories, maximum contaminate level goals and pollutant limits. This support includes activities such as conducting literature reviews, conducting risk assessments, performing statistical analyses, evaluating pollutants selected for review by the United States Environmental Protection Agency (EPA), assessing the potential impact of criteria on sensitive populations, preparing criteria documents, preparing health advisories, preparing technical guidance documents, preparing technical support documents for regulatory requirements, preparing the index of references for proposed and final regulations, summarizing comments on proposed regulations, and arranging and conducting workshops. The successful contractor shall provide all necessary labor, materials and services in support of the efforts delineated by the Performance Work Statement (PWS). A draft Performance Work Statement can be obtained from the OAM website, http://epa.gov/oam/cinn_cmd/. It is anticipated that the contract will be a Performance Based Service Contract (PBSC), Cost Plus Fixed Fee (CPFF) starting September 2010 with a one year Base Period and four additional Optional Periods of 12 months each. It is anticipated that the Base Period will consist of 6,900 hours with an additional 6,900 hours in quantity options. Each additional Option Period Level of Effort including Quantity Options will be 13,800 total hours per Option Period. The applicable NAICS code is 541690 with a size standard of $7,000,000. The standard EPAAR solicitation provisions (EPAAR 1552.209-70 and 1552.209-72) requiring an offeror to certify that it is unaware of any potential Conflict of Interest or to disclose any potential Conflict of Interest of which it is aware will be a part of the solicitation. The standard EPAAR solicitation provision (EPAAR 1552.209-71) requiring a contractor to make full disclosure of any actual or potential Conflict of Interest discovered after contract award will also be a part of the solicitation. Given the nature of the support required, additional conflict of interest requirements relative to contract performance work statement may be required. These additional conflict of interest requirements are currently being developed and will be provided in the pre-solicitation synopsis. ANY INTERESTED FIRM should submit a capability statement which demonstrates the firm?s ability to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. The EPA reserves the right to set this action aside for small businesses.
