- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 9IA2004 - LIA90007 Internal Revenue Service Mason City, Iowa •1. Identification and Description of Action Being Approved: The Internal Revenue Service requires a fully serviced succeeding lease at their current location: US Post Office, 211 N Delaware, Mason City, IA. The rentable square footage requirement is 1497 square feet, which yields 1497 ANSI/BOMA Office Area square feet. The Internal Revenue Service will accept the space as- is (tenant improvement not required). •2. Description of Supplies or Services Required: Fully serviced, succeeding lease providing: • 1497 rentable square feet, which yields 1497 ANSI/BOMA Office Area square feet. •3. Identification of Statutory Authority: 41 U.S.C. 253 (c) (1); GSAM 570.402 -1 (a): 570.2 "If a succeeding lease for the continued occupancy of space in a building does not exceed the simplified lease acquisition threshold, you may use the simplified procedures in 570.2. Explain the absence of competition in the contract file." •4. Demonstration that the Acquisition Requires use of the Authority Cited: Proposed rental rates for the succeeding lease do not exceed the simplified lease acquisition threshold of $100,000 average annual rent for the term of the lease, including options and excluding the cost of operational services. •5. Description of Efforts to Solicit as Many Offers as Practicable: N/A •6.
