JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 9IA2004 - LIA90007 Internal Revenue Service Mason City, Iowa •1. Identification and Description of Action Being Approved: The Internal Revenue Service requires a fully serviced succeeding lease at their current location: US Post Office, 211 N Delaware, Mason City, IA. The rentable square footage requirement is 1497 square feet, which yields 1497 ANSI/BOMA Office Area square feet. The Internal Revenue Service will accept the space as- is (tenant improvement not required). •2. Description of Supplies or Services Required: Fully serviced, succeeding lease providing: • 1497 rentable square feet, which yields 1497 ANSI/BOMA Office Area square feet. •3. Identification of Statutory Authority: 41 U.S.C. 253 (c) (1); GSAM 570.402 -1 (a): 570.2 "If a succeeding lease for the continued occupancy of space in a building does not exceed the simplified lease acquisition threshold, you may use the simplified procedures in 570.2. Explain the absence of competition in the contract file." •4. Demonstration that the Acquisition Requires use of the Authority Cited: Proposed rental rates for the succeeding lease do not exceed the simplified lease acquisition threshold of $100,000 average annual rent for the term of the lease, including options and excluding the cost of operational services. •5. Description of Efforts to Solicit as Many Offers as Practicable: N/A •6. Demonstration that the Anticipated Cost will be Fair and Reasonable: FAR 15.403-1 - Cost and pricing data not required as fully serviced rental rate of $13.95 is determined to be fair and reasonable for the subject market. •7. Contracting Officers Determination and Certification: Pursuant to the requirements of the agency, it is in the best interest of the Government to pursue a succeeding lease at 211 N Delaware, Mason City, IA for 5 years at an expected fully serviced rental rate of $13.95 per RSF ($20,883.15 per year with 4% annual escalation for operating services). The total contract value will be $106,640.69. I certify that the above information is accurate and complete to the best of my knowledge.
