Description
The purpose of Amendment 01 is to delete the prior request and to change this procurement action from sole source to Full & Open Competition. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2008-19, effective 17 September 2007. The requirement is Full & Open Competition and will result in a Firm-fixed Price Supply contract. The effort is for the High Frequency Vibration Slip Table. Contractor shall meet the entire requirement listed in the Purchase Description. SUPPLIES OR SERVICES AND PRICES/COSTS CLIN 0001AA High Frequency Vibration Slip Table $___________ Inspection: Destination Acceptance: Destination Unit Price FOB: Destination Quantity: 1 each Delivery Schedule: 120 days after Contract Award SHIP TO: Edgewood Chemical Biological Center Rock Island (ECBC-RI) RDCD-DEM-T / Building 131 1 Rock Island Arsenal Rock Island, IL 61299-7390 Purchase Description: 1. Purpose. This specification covers the requirements for the acquisition of a replacement of a slip plate compatible to their high frequency vibration system that is currently owned by the government (LPT-1220). This slip plate will be used for high frequency testing applications. 2. Requirements. The slip plate shall have the requirements listed below 2.1. Replacement Slip Plate for LPT1220 2.2. 1220 mm x 1220 mm Magnesium Slip Plate 2.3. (189) Specimen Mounting Inserts 3/8-24 on a 4 x 4 grid plus the V864-640 Armature Pattern (37 positions) 2.4. Slip plates shall meet or exceed original manufacturers roll, pitch and yaw moments (39.76 kNm, 40.23 kNm, 1.28 kNm). 2.5. Shall support loads up to 1500 kg 2.6. Replacement slip plate shall be compatible with existing driver bar. 2.7. Shall have a 1 year warranty that covers both the slip plate and the installation 3. Installation. The contractor shall come on site to evaluate and install the slip plate. 4. Packaging. The system shall be packaged with best commercial package and marked for delivery to the following. ECBC Rock Island RDCB-DEM-T Building 131 1 Rock Island Arsenal Rock Island, IL 61299-7390 5. The system shall be required for delivery within 120 days after contract award. Training shall be coordinated within 30 days after receipt of the system. (Applicability includes Paragraph (b) items 1, 19, 23, 24) 52.204-7, Central Contractor Registration 52.232-18, Availability of Funds 52.247-34, FOB Destination 52.247-35, FOB Destination Within Consignees Premises 52.247-48, FOB Destination Evidence of Shipment 52.246-4528, Rework and Repair of Nonconforming Material 52.247-4531, Cognizant Transportation Officer 252.246-7000, Material Inspection and Receiving Report 252.204-7006, Billing Instructions 52.212-2, Evaluation--Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Low Price Technically Acceptable Evaluation Criteria (Technical). In accordance with the Scope of Work, technical criteria shall be evaluated on a GO/NO-GO basis to determine contract award for the High Frequency Vibration Slip Table. (1) GO Criteria. The contractor's proposal clearly and concisely addresses the contractor's ability to fulfill all of the requirements of the Purchase Description. The contractor's proposal included a complete description of the contractor's relevant technical experience/capabilities and the contractor's plan to meet the stated requirements stated in the Purchase Description. The contractor's proposal included enough supporting documentation and data to support the contractor's claimed ability to meet the requirements. The requirements for this solicitation are clearly articulated in the proposal. (2) NO-GO Criteria. The contractor's proposal did not clearly and concisely address the contractor's ability to fulfill all of the requirements of the Purchase Description. The contractor's proposal failed to include a complete description of the contractor's relevant technical experience/capabilities and the contractor's plan to meet the stated requirements in the Purchase Description. The contractor's proposal did not include enough supporting documentation and data to support the contractor's claimed ability to meet requirements. (b) This paragraph is deleted. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 52.201-4501, Notice About TACOM LCMC (RI) Ombudsman a.
