Description
RECOVERY – SOURCES SOUGHT FOR RENOVATIONS TO THE USDA, ARS, NAA, EASTERN REGIONAL RESEARCH CENTER IN WYNDMOOR, PA. This Sources Sought Notice is issued under the American Recovery and Reinvestment Act of 2009 (ARRA) and is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS). A market survey is being conducted to determine if there is adequate Small Business (SB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), SBA-certified 8(a), or SBA certified HUBZone contractors available for a proposed project that meets the specific criteria outlined below. This is NOT a Solicitation Announcement or Request for Proposal. This does not constitute any commitment by the Government; no award will result from this notice. The purpose is to conduct market research to gain knowledge of potentially qualified sources. Responses to this Sources Sought Notice will be used by the Government to make an appropriate acquisition decision. The ARS will not award a contract on the basis of responses or pay for the preparation of any information submitted. Respondents will not be notified of the results of this notice. After completing an analysis of the responses, the Government will determine whether to limit competition to SB, SDVOSB, 8(a) or HUBZone set aside, or to proceed with issuing an unrestricted solicitation, inviting full and open competition. The USDA, Agriculture Research Service has a requirement for major renovations at the Eastern Regional Research Center (ERRC), North Atlantic Area (NAA) located in Wyndmoor, Pennsylvania. The following is a partial list of items that have been identified for this renovation project: Phase 8 – renovations to the Power Plant – replace existing chiller, add cooling tower, add backup chilled water pump, add steam boiler, replace deaerator, replace existing heat exchanger and ancillary equipment supports. Phases 9A and 9B – renovations of the Pilot Plant Laboratories – laboratory and office renovation, correction of life safety deficiencies, asbestos, lead and PCB abatement, addition of new wet pipe sprinkler system, add air handling unit with ductwork, add roof top unit with ductwork, replace exhaust fans, hoods and associated ductwork, and replace/add electrical panels, power, lighting and telecommunications. The following specific factors will form the basis for evaluation and determination of those companies that are qualified. 1) Construction experience with building/renovating research laboratory facilities. 2) Ability to obtain bonds for a project with a magnitude between $15 million and $25 million. 3) Capacity to accomplish the work within the required time frame; 4) Professional qualifications necessary for satisfactory performance of the required task; 5) Specialized experience and technical competence in the type of work required; 6) Positive past performance on contracts with Government agencies and/or private industry in terms of cost, quality control, quality of work, and compliance with performance schedule; 7) Location of companies and subcontractors within the Connecticut, Delaware, Maryland, New Jersey, Pennsylvania, New York, Virginia and West Virginia areas are preferred, however, others will be considered. Companies meeting the above requirements as well as having an interest in doing business with the USDA/ARS should submit a Capabilities Statement of no more than 10 pages which, for this notice, is NOT expected or intended to be a proposal, regarding the company’s ability to demonstrate their expertise and experience in relation to the areas specified in this notice. Also companies must submit evidence of their capability to obtain bonds of at least equal to 100% of contract price for a project with a magnitude between $15 million and $25 million. Companies must also indicate whether they are SB, SBA-certified 8(a), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), or HUBZone certified.
