- QUESTIONS: I. Is a technical proposal required? II. What type of contract will be issued (FFP, T&M, CPFF)? III. Must the proposal be based on a GSA schedule? IV. The SOW states that TDYs are estimated at $20K for training and travel expenses associated with this position. Does the Government intend for Contractors to propose $20K for each contract period (base period and each of the three option years) or propose $20K per proposed FTE per contract period? V. Is the requirement for Master's Degree firm? Can a waiver be requested? ANSWERS: I. Contractor needs to meet PWS and demonstrate how they can do this. Use your judgment on how in your quote. II. FFP III. GSA not required. IV. We are going to waive (not require) any travel for the candidate for this contract. V. The master's Degree can be waived if the candidate has an equivalent level of industry experience.
