Description
RECOVERY--RECOVERYPPS# 38867 -- The Fort Hood Directorate of Contracting intends to issue an Invitation for Bid (IFB) for repair roofs, mechanical systems, electrical, exterior closures (doors and windows): repair steps and ramps 14 buildings at Fort Hood, Texas. The result of this IFB will be a Firm-Fixed Price Construction contract. The closing date and time for submission of offers will be contained in the IFB package. This requirement is 100% set aside for Certified Small Business Concerns under NAICS 238160 (Size Standard $14.0 Million). The magnitude of the procurement is estimated to be between $1,000,000 and $1,500,000. This project will be funded by American Recovery and Reinvestment Act Funds. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, Bell County, Texas. Davis Bacon Wage Decision TX20080049, version 6, Building Construction for Bell and Coryell Counties, Texas will govern work under this contract. Performance and payment bonds, in the bid amount, are required for this contract. A bid guarantee in the amount of 20% of the bid price is also required. An organized site visit will be conducted for this procurement. Details of that site visit will be available in the solicitation. Under this contract, the contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturers specifications and recommendations, and all contract special provisions, terms and conditions. The intent of this project is to replace 12 roofs for Buildings 113, 325, 6970, 7006, 7012, 7027, 12010, 23005, 24006, 43005, 56132, 92065 and to repair the roof for Bldg 57134. The replacement and repair shall include, but is not limited to removal of all hazardous materials; filling of flutes of existing metal roofing system with EPS insulation and.5 inch wood fiberboard; furnishing an installation of new treated wood nailer around roof perimeter, Installation of -inch fanfold insulation over the existing roofing system and fasten, installation of white, custom prefabricated 40-mil single-ply membrane roofing system that is fabricated of a weft inserted low-shrink, anti-wicking polyester fabric and has a thermoplastic coating of PVC material laminated to both sides; installation of prefabricated flashings around all curbs and deck penetrations in accordance with roofing specifications; parapet walls that are not flush are to be filled flush with EPS insulation; walls are to be encapsulated with white 40-mil membrane; where parapet walls are visible from ground level, tan membrane shall be used; remove existing roofing vents. Install 2-way breather vents every 1,000 square feet per specifications; installation of 4-inch white PVC fascia bar with white cover to terminate the membrane roofing system around the perimeter of the building; all gutters to be cleared of any debris; provide all necessary permits, engineering, dump and disposal fees, and any other tests needed to meet state and local codes; dispose of all debris in an approved facility in accordance with all local, state and federal regulations. The Government has allocated 90 calendar days for completion all of the contract requirements. The solicitation will be issued on or about 02 November 09 under solicitation number W91151-10-B-0001 to the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi/. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents.
