For this procurement, GSA will utilize a two phase selection process. Phase I shall invite potential offerors to submit information, which shall include Construction Contractor’s Past Performance, Lead Designer’s Past Performance and Key Personnel. After evaluation, the technical advisory board shall establish an advisory short list and invite those offerors to participate in Phase II; however, at this point, any offeror that submitted a technical proposal will not be precluded from participation. Phase II shall request technical proposals, which shall include a detailed Project Management Plan, based on the issued construction bid documents and additional technical requirements. This phase shall also require the submission of the offerors price proposals, which shall not be evaluated until the technical recommendation has been submitted to the Source Selection Authority. Discussions may be conducted in this step, however it should be noted that a selection and award may be made without discussions. The NAICS code applicable to this project is 237130.
