Description
The Government intends to issue a Request for Proposal for unrestricted competition on or about October 8, 2009, with a small business standard of $33,500,000. The magnitude of construction is between $10,000,000.00 and $25,000,000.00. Completion of work required no later than 540 days after receipt of Notice to Proceed (NTP). The new Satellite Earth Terminal Station (SETS) project at Fort Detrick, Maryland is a 33,700 SF Strategic Satellite Communications Earth Station Facility with emergency back-up systems to support the current and emerging Defense Satellite Communication missions. A new Wideband Satellite Operations Control (WSOC) is proposed to be constructed around the time of the SETS facility. Both buildings will become focal points of the new modern communications campus and have an architectural language that expresses the cutting edge nature of the facilities missions. The project includes space for existing and newly fielded equipment, network operations and maintenance support areas, secure conference/training areas, company headquarters areas, break area, arms room, storage, and loading docks. The project will include redundant power, air conditioning, and auxiliary emergency generator, raised floor, fire protection/detection systems, and intrusion detection systems (IDS). Supporting facilities include utilities, information systems, sidewalk, curb, gutters, storm drainage, landscaping, access roads, and site development. The construction of a temporary protective enclosure to protect sensitive communication equipment during construction and demolition activities is included. Heating, ventilation, and air conditioning are included. Force protection/antiterrorism measures to include access control, bollards, and metal doors. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be included. Comprehensive building and furnishings related interior design services are required. Access for persons with disabilities will be provided. Demolish 3 Buildings (Total 35,508 SF). Air conditioning (Estimated 550 Tons). This project is required to provide a functionally reliable, consolidated state-of-the-art satellite earth communications facility to support Joint Chiefs of Staff command, control, communications, and intelligence requirements. The facility must operate 7 days-a-week, 24 hours a day with high reliability provided by a back-up power and mechanical systems. The project will provide space for wide band critical communications equipment supporting worldwide military and commercial satellite communications.
