For more information contact Dimitra Bairaktaris at 732-532-4003 This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability (P&A) from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows. This market survey is an update to MARKET-SURVEY-4652-1. This update defines the specifications for the generator. This scope of work is in support of the Iraq Defense Network (IDN). The scope includes services for the design, procurement and installation of UPS chloride units and generators. This scope includes oversight and directing all activities necessary to providing technical support and the installation of the UPS chloride units and generators. The scope also includes conducting formal training which is intended for the successful transition of the IDN to the Government of Iraq. Additionally, there is a requirement to provide communications spares. For purposes of planning, pricing and availability should reflect the cost of performing responsibilities in Iraq, such as life support and security. Transportation and shipping of equipment is government provided and should not be considered in the ROM. Reponses must include availability specified in months. Responses must also specify how long the effort will take and the lead times for the UPS chloride units, generators and spares. All P&A should be itemized according to the following categories: Labor to design, install and equip a Chloride UPS unit with data/comms generator: Provide a ROM, regardless of location in Iraq, and all related labor costs in designing, installing and equipping four (4) Chloride UPS 250KVA. This scope includes connecting the UPS to the buildings electrical power system as required to power the Main Distribution Frame (MDF) and Intermediate Distribution Frame (IDF). This task includes building an enclosure where the chloride will be installed, installing air-conditioners (at least two 48000 BTU air-conditions per enclosure), providing and installing power cables with an Automatic Transfer Switch (ATS),circuit breakers panels, providing and installing a fuel tank (10,000 liter) for each generator, dual inline filters between the tank and the generators and installing a concrete base where the generator will reside. Also provide P&A for technical consulting and guidance where the MoD will install 25 contractor procured Chloride UPS 70Net 40KVA. Locations and equipment quantities are specified below. P&A should be stated for each composition below and not bundled. Chloride UPS 90 Net 250KVA and generators equipment cost: Provide ROM for the equipment and material costs required for installing a Chloride UPS unit and comms/data generator. The UPS unit is the Chloride 90Net 250KVA, 12 pulse, single. The generator specification is Caterpillar. Any other materials required to implement the installation should be provided by the contractor and included as part of the P&A. Costs of the warranty should be included in the ROM. The warranty period should also be stated. P&A should be provided in accordance with the following composition and locations in IraqP&A should be stated for each composition and not bundled. a. One Chloride UPS (90Net) and one generator for the Camp of Heroes (Baghdad). This Camp has a MDF and the six (6) IDF rooms. b. One Chloride UPS (90Net) and one generator for FOB HON 2 (Baghdad-IZ). This camp has one (1) MDF and seven (7) IDF rooms. c. Two Chloride UPSs (90Net) and two generators for the Green Communications building (Baghdad-IZ). This building has one MDF and four (4) IDF rooms. d. One generator for the IDN NOC (Baghdad-IZ). e. One generator for FOB Honor 1 (Baghdad-IZ). Chloride UPS 70Net 40KVA equipment costs Chloride UPS (70Net) for the following MDFs: Each Division HQs (14 Divisions), QSR, Tadji, RST, KAB, Basrah OC, Nainawa OC and other five locations will be identified later, each location will have one UPS. The Chloride UPSs (70Net) will be installed by MOD engineers. The total quantity is 25 units. The contractor just required to provide a technical guidance in order to complete this task where P&A is provided as part of the services described in this market survey. Classroom training: Provide a ROM for classroom training involving One training courses of Cisco Advanced Technologies consisting of training in: Wireless (Aironet 1410 Wireless Bridges), Security (ASA, IPS, CS-MARS), Application Networking (WAAS), Unified Communications (CallManager w/Secure Voice). This training is for 12 students. In the P&A response, specify the duration of the training course in hours and days. One training course in UPS (Chloride, MGE, and APC) Installation, Maintenance & Management. This training is for 12 students. In the P&A response, specify the duration of the training course. One training course in Operation and Maintenance of Generators. This training is for 12 students. In the P&A response, specify the duration of the training course in hours and days. P&A should include documents (in Arabic & English) and training materials. P&A should also include all course fees, tuition, books, travel and life support costs for each course. Information Technology / Data Network Spares: Provide a ROM for the procurement of spares for the end user. Contact the POC for a spreadsheet of all items listed below.
