Description
Everyone that provided a quote on the basic solicitation MUST provide a new quote based on the following revised SOW! Solicitation packages must be submitted electronically via e-mail to mwright@fs.fed.gov. Solicitation packages which are not in compliance with the RFQ will be deemed non responsive and will not be evaluated. Telephone inquiries WILL NOT BE ENTERTAINED. Any and all questions related to this solicitation must be submitted in written format (via e-mail) to mwright@fs.fed.gov. This is a combined synopsis/solicitation for commercial supply/services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. All prospective quoters are responsible for monitoring the site for release of amendments (if any) or other information pertaining to this solicitation. Offerors must also be registered in the Central Contractor Registration (CCR) database with a DUNS number in order to participate in this procurement. For instructions on registering with the CCR, please visit the website for CCR at http://www.ccr.gov. The Government intends to award a Firm-Fixed Price Contract for: C.1. Statement of Work. Develop and present training materials for S495 course Estimated Performance Period: September 15, 2009 to September 30, 2010. Estimated Work Hours: 141. C.1.1. Background. S495, Geospatial Fire Analysis, Interpretation and Application is an extensive training course designed to provide students with in-depth training on the use of geospatial models to develop short and long-term fire analyses. The course is in its second year and still requires significant development and modification based on feedback from the first offering. The course includes approximately 120 hours of online materials and 40 hours of classroom material. This year’s course will include additional webinars focusing on online materials. The classroom portion of the course is being greatly modified from independent lessons to a series of lessons that draw upon previous lessons based on one fire scenario. Development of webinars and coordination of the classroom portion as well as evaluation of the materials is critical for the course to succeed. The interagency steering committee has developed and will provide course and unit objectives. C.2. Minimum Qualification Requirements. Knowledge of geospatial fire analysis inputs, applications, and interpretation. Knowledge of fuel models, including the 53 standard fuel models (Anderson and Scott/Burgan) and development of custom fuel models, and their use in geospatial fire modeling. Knowledge includes how the models predict fire behavior, how to choose fuel models, and how to make adjustments when using in fire behavior models. Knowledge of statistics used in fire analysis including, percentiles, measures of central tendency, and probabilities. Experience preparing lesson materials and instructing geospatial fire behavior applications, particularly fuel modeling and statistics. Experience organizing training materials including coordination among instructors. C.3. Location. USDA Forest Service, Rocky Mountain Research Station, Missoula Fire Sciences Laboratory, Missoula, MT C.4. Tasks. Develop and present two two-hour webinars: one on fuel models and one on statistics and risk as used in fire analysis. Webinars will be scheduled for presentation between November 1, 2009 and January 15, 2010. Webinars are to include review of materials found in the online unit on statistics and the fuel model lessons offered through NIFTT and time for question and answer period with the attendees. C.4.1. Participate in the classroom portion of the course in April, 2010 as a mentor and subject matter expert in statistics, fuel models, and fire behavior. This includes being available during the 40 hours of the course to answer questions as they arise and provide impromptu lessons. C.4.2. Coordinate with instructors on the development of the classroom materials to ensure that the Monday through Wednesday lessons flow appropriately through one fire scenario or example. This includes communicating with the steering committee as well as the instructors to make sure that content development is meeting the intended goals. There is a course coordinator who will confirm instructors, assemble handouts, and course notebooks. The contractor is responsible for understanding how the lessons flow together and builds on each other, assess where lessons need to include additional material in order to make the succeeding lessons successful, and work with the instructors to make sure they know how their lessons feed into and are used by the succeeding lessons. C.4.3. Assess the success of the classroom session by compiling student evaluations and summarizing successful attributes of lessons and items needing improvement, additional materials, or modifications. The evaluation is for the entire course – online and classroom portion. C.5. Deliverables. C.5.1. Accomplishment report with each invoice for payment each month. C.5.2. Two webinars presented by January 15, 2010. C.5.3. Report summarizing successes and needs for consideration for the 2010-2011 course by May 31, 2010. C.6. Government Furnished Resources. C.6.1. The Forest Service shall provide a computer, software, and network connection, occasional working space in a Forest Service laboratory, and any non typical office supplies that may be required for completion of the work. C.6.2. Forest Service shall provide contractor identification cards and keys as necessary for access to government offices, research facilities and field study sites. C.6.3. The Forest Service shall provide all field and analytical equipment as required by the assigned tasks. C.6.4. The interagency steering committee will provide course and unit objectives. C.7. Prior Use Requirements. Contractor is required to successfully complete any security or safety requirements established by the Dept of Agriculture/Forest Service needed for the performance of this work. The Forest Service will provide any access to training course(s) requirements such as the use of Government computer-Security Training and any other Safety or Security requirements required for the use of Government Property, Services, and Equipment prior to use. C.8. Acceptance Criteria. C.8.1. Schedule. Most work will be cooperative efforts between Forest Service headquarters, field units, and other contractors. C.8.2. Delivery Instructions. All work must be delivered to the POC for review and acceptance. C.9. Travel and Training. Lodging, per diem, and mileage reimbursement shall not exceed the Government rate(s) and regulatory requirements established by GSA (FTR). Contract employee will be reimbursed by the contractor, at actual cost, not exceeding the Government rate(s) and regulatory requirements established by GSA (FTR). Travel vouchers and receipts shall be submitted to the POC for approval. The POC will certify total travel cost along with the monthly invoice. All other terms and conditions remain the same.
