Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W911SA-09-T-0221 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-34. The associated North American Industrial Classification System (NAICS) code for this procurement is 541330 with a small business size standard of $4.50M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-09-24 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. Requirements for a small computer based, rugged and portable diagnostic system with diagnostic software loaded which will be used for equipment maintenance personnel to identify and diagnose faults on military tactical equipment to include interfaces for the following equipment a. Caterpillar- 3126A- 3126B- C7- C12- C15 b. Detroit Diesel- DDEC II- DDEC III- DDEC IV c. Allison- ATEC- WTEC- GENIV d. GM- 4L80E e. WABCO ABS- Version C- Version D- Version E f. Eation- Generation 4 ABS- CTISg. Cummins Engines All h. Legacy DCA/ICE Test Inventory i. John Deere HYEX systems 2. Systems Component Specifications must contain Panasonic CF-29 Tablet PC or CF 30 Notebook or equivalent ruggedized laptop with Core 2 Duo L7500 / 1.6 GHz Centrino Duo-RAM 1GB HDD 80 GB GMA X3100 Dynamic Video Memory Technology, Gigabit Ethernet, 802.11 a/h/g Wireless capabilities, XP Professional operating system and NATO Poser Adapter, Rugged Equipment Case. No substitution of Non-Ruggedized Laptop authorized. 3. Cables consisting of Serial Cable on one enc and the following adapters on the other end.- 12 Pin DDL Cable- 6 Pin GM/UART Cable- 6 Pin DDL Cable- Haldex Interface Cable- 9 Pin DDL Cable - Test Equipment Probes and Case - Dearborn Protocol Adapter III - 9 Pin Serial Cable Approximately 10 long - PCMCIA Digital Multi-meter - Test Equipment Housing- Ethernet Cable Approximately 10 long -MIL STD-1552 Interface- EVDO Broadband Option- Rugged Equipment Case 4. Additional Requirements for Contract: a. Total System Support and Training Availability for support and training 24 hours a day, 7 days a week at different locations as may be necessary. b. Common User Interface Designs must be able to utilize and manage current interactive electronic technical manuals with the ability to upgrade to future IETMs., 15, EA; For this solicitation, US ACA FT McCoy intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. US ACA FT McCoy is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
