Description
RECOVERY--The United States Army Corps of Engineers, New York District, intends to issue a Request for Quote (RFQ) for the procurement and installation of (2) complete Load Sensing Systems for deck cranes on Drift Collection Vessel Hayward and Drift Collection Vessel Driftmaster in accordance with the Simplified Acquisition Procedures specified under FAR Part 13. All quoters for these specifications shall have at least five (5) years of documented work on cranes. Documentary evidence of such work including invoices for work performed shall be furnished to the COR prior to award of this contract. All equipment must meet SAE and ANSI B-30.5 standards. The contractor shall provide a load sensing system on each vessel as follows: Remove any equipment no longer necessary and provide and install a load indicator panel similar or equal to one manufactured by Hirschmann Maestro, mounted in the pilot house of each vessel to indicate loads on the main hoist and the whip line in pounds. The system should be hard wired and provide a warning indicator when set limits are reached. The contractor is to provide and install all necessary indicators to monitor loads on both the main cable and the whip line with an anti tube lock switch on the main hoist. On the hydraulic boom the contractor is to also provide a stainless steel extension reeling drum. The Government furnished assistance shall include the availability of a 20 ton yard crane and operator if necessary. The contractor shall perform the work entirely at Caven Point Terminal with the vessel secured to the Governments bulkhead. TESTING - The contractor shall assist the Government and witness in performing an operating load test of the crane performed at Caven Point Terminal, 3 Chapel Ave Port Liberte, Jersey City, NJ, 07305. The crane shall be tested to assure that the new system is working properly, any defects revealed thereby shall be made good by the contractor by whatever rework necessary. DESCRIPTION OF DVC HAYWARD: Vessel:124 feet long, 38 feet wide, 385 Gross Tons. Crane:Pettibone Model 130 Pedestal Crane, mounted on vessels forward deck, Serial Number 137-4-47 Actual Capacity: 50 Short Tons; Rated Capacity (Marine): 20 Short Tons; Load sensor by pressure transducer. DESCRIPTION OF DVC DRIFTMASTER: Vessel:99 feet long, 36 feet wide, 290 Gross Tons Crane:A Frame fixed boom crane, mounted on vessels forward deck, Rated Capacity (Marine): 18.5 Short Tons; Load sensor by calibrated pin manufactured by 3PS, Inc. This procurement is being solicited as a 100% SMALL BUSINESS SET-ASIDE. The applicable NAICS code is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The small business size standard is $7,000,000. The SIC code is 3531 Construction Machinery and Equipment. The media selected for issuance of RFQ and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the Internet. Paper copies of this solicitation and amendment, if any, will not be available or issued.
