Description
Performance Work Statement R3104092 The General Services Administration, Region 3 Philadelphia intends to solicit through other than full and open competition pursuant to FAR 6.302-1 with Personnel Decisions Research Institutes, Inc. (PDRI) for the acquisition of automated skills assessment services. PDRI has already developed an automated behavioral skill assessment tools for three of the job series (Realty – GS 1170, Contract – GS 1102, and Accounting GS 510) which are currently in use and incorporated within the GSAjobs Hiring Management System. Currently there is a need create the additional assessment tools developed for the IT Specialist (GS 2210) job series to have consistency in the hiring process. This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP), R3104092. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. The General Services Administration (GSA), Office of the Chief Human Capital Officer (CHCO), Office of Human Resources Services, (CP) requires continued use of the current applicant assessment tool, which will generate valid, reliable reports of candidate competence that are predictive of future job performance. PDRI will be required to provide twelve months of support. This work will be accomplished at the contractor’s site.
