- Quote Template Statement of work This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation document will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. This solicitation, F1N0A19216AQ01, is a Request for Quotation (RFQ). The associated North American Industry Classification System (NAICS) for this procurement is 811219 and the small business size standard is $7.0 million. This opportunity is advertised as non-personal service to provide the following labor, personnel, equipment, transportation, materials, and all other items necessary to provide maintenance on the following: Scary War System by Reed-Joseph Co, a remotely controlled 33 cannon system located at Columbus AFB and a 6 cannon system by Avian Systems, LLC in accordance with the Statement of Work. The resulting contract will have a base year of 1 Oct 09 through 30 Sep 2010 with four (4) option years. The Statement of Work needed to provide a quote is attached. *NOTE* Please reference attached "Remote Bird Abatement" and use this document to submit quotes. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 and 252.232-7009. CCR can be accessed at http://www.ccr.gov/ or by calling 1-888-227-2423. The CCR registration must be completed before award can be made. All offers should be faxed to (662) 434-7764 or e-mailed (preferred) to the attention of Kelli Hardin, Contracts Administrator. Oral quotes will not be accepted. The due date for receipt of all quotes is 28 Sep 09 by 0800. CDT. Any questions should be submitted in writing to the POC NLT 25 Sep 09 at 1300. CDT. Answers will be posted to FBO before the due date for receipt of quotes; however, the due date for receipt of quotes shall not be extended because of late questions. In addition, DFARS clauses 252.204-7003, Control of Government Personnel Work Product; 252.204-7004, Alt A Central Contractor Registrations; 252.232-7010, Levies on Contract Payments; 252.203-7002 Requirement to Inform Employees of Whistleblower Rights and 252.212-7001, Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items are applicable. Specifically, the following clauses cited within 252.212-7001 are applicable: 252.232-7003, Electronic Submission of Payment Requests; 252.203-7000, Requirements Relating to Compensation of Former Dod Officials; 252.247-7023, Alt III Transportation of Supplies by Sea. In addition, AFFARS clauses 5352.201-9101, Ombudsman; 5352.223-9001, Health and Safety on Government Installations; 5352.242-9000, Contractor Access to AF Installations are applicable. 52.232-18, Availability of Funds is hereby included. Award will be based on the best value to the Government in terms of both price, technical acceptability and past performance. An offer is considered technically acceptable if it contains no exceptions to the Statement of Work. This is an FY10 requirement, and award will be contingent upon availability of funds.
