- TITLE: FA4809-09-Q-0386, Sole Source Acquisition for the Upgrade of Power 911 Positron Work Center The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to AT&T for the Power 911 Positron work center. Materials included in the Upgrade package are as follows: a) Concentrator Daisy Chain, 6 Each b) Line Lamp Concentrator, 6 Each c) Caller ID Module, 1 Each d) 1A2 Shelf 3,4,5 or 6 (w/o Admin Lines/Exp. to 10 Lines) 2 Each e) Additional Admin. Lines, 20 Each f) Spare IAP/PC Card, 1 Each g) Spare Line Lamp Conc. 1 Each h) 19 inch LCD monitor, 2 Each i) Power 911 Add'l position, 2 Each j) Power 911 IAP/PC card, 2 Each k) Agent Toolkit, 2 Each l) Integrated Tel and Radio Rec, 2 Each m) Power 911- Integrated TDD, 2 Each. The current Power 911 Positron work center employed by Seymour Johnson AFB is a proprietary product of AT&T and has proprietary rights to all parts and specifications necessary for the required upgrade. Manufacturer: Bellsouth. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 23 September 09 at 4:00 P.M. Eastern Standard Time. The anticipated award date is 24 September 09. For information regarding this purchase, please contact SSgt Jamie L. APPLICABILITY OF AUTHORITY: Request to award this requirement to only one responsible source due to items listed in paragraph 1 being manufactured by AT&T has proprietary rights to all parts and specifications. Bellsouth has a GSA contract and has been the source for land mobile equipment used during Seymour Johnson’s radio infrastructure conversion and upgrade. Bellsouth sells GSA contract communications items directly to Federal Government agencies and DOD entities. Any other brand name will not meet the 4th Fighter Wing’s communications requirement and replacement of current E911 phone system would result in substantial duplication of cost to the Government that would not be recovered through full and open competition.There is no other alternative or workaround to this upgrade.
