Description
The Corps of Engineers is soliciting bids for the placement of rubber playground surface on two playgrounds in the Outlet Park Area, Tuttle Creek Lake, Manhattan, Kansas. The contractor will furnish materials, labor, tools, and equipment necessary to do the job. The materials for the base rock (3 clean), drainage rock (CA5), and rubber playground surface materials will be provided by the Corps of Engineers. The base rock material is stored off site 1.5 miles from job site and will have to be transported to the worksites by the contractor. Other materials are approximately mile from the worksites. The work must be completed by 15 September 2009. The playground locations are shown on the enclosed map. A site visit before bids are submitted is highly recommended, this can be arranged by calling 785-539-8511 X3164. The contractor will be responsible for the removal of the existing wood chips on playground areas down to clean soil and haul wood chips to designated area. There are approximately 43 yds of wood chips. Construct a 1 x 1 concrete boarder around the playground area to the specifications provided by the Corps of Engineers (see attached drawings). Place two #4 bars 4 off center in the concrete border, 6 below surface. Tie all joints and a cross bar every 6 with tie wire. The concrete surface shall have a broom finish and all corners rounded. Haul and place a compacted 6 lift of 3 clean base rock inside the concrete boarder, compacted with a vibrating plate compactor to the specified height. Haul and place a compacted 3 lift of CA5 rock, compacted with a vibrating plate compactor to the specified height. Mix and place a 2 thick layer of 8-14 Mesh Buffing Rubber, mix at a ratio of 200 lbs of 8-14 and 2 gal (22 lbs) of urethane binder. Each sq ft should contain 4.4 lbs of 8-14 buffing rubber and 0.48 lbs of urethane. Stomp compact with 14 x 14 plywood boards (can use Corps), let cure before walking on or adding top layer. Mix and place a 1 thick top layer of 1-3 MM Black TTCR and color material. Mix at a ratio of 200 lbs 1-3 crumb rubber, 5 lbs of color material and 5 gal (44 lbs) urethane binder. Each sq ft should contain 3.8 lbs of 1-3 rubber,.08 lbs of color material, and 1.20 lbs of urethane. Trowel to a slick finish using concrete hand trowels. Let cure before walking on surface. The 8-14 buffing rubber and the 1-3 MM Rubber are in 50 lb bags, color material is in 5 lb bags, and urethane is in 5 gal pails (44 lbs). The contractor will provide an orange mesh border/snow fence around construction area to protect and warn the public of potential danger and to keep out of construction area. All work must be done according to the safety rules laid out in EM 385-1-1. Before award is made the successful bidder must be registered with the Central Contractor Register, http://www.ccr.gov/ and the Online Representation and Certification Application, https://orca.bpn.gov/. The successful contractor must schedule a pre-award meeting with Mr. Mark Krause, Inspecting Officer, 785-539-8511 X3164, before beginning work. Mr. Krause will answer any questions, check for necessary registrations, and decide if adequate equipment is available to do the job and if the contractors plan of work is good. Upon satisfactory conclusion of the job a bill may be submitted to the Tuttle Creek Corps of Engineers which will be paid within 30 days.
