Description
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation is being issued as a Request for Quote number W91LE59261D379. (iii) The solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-018. (iv) This acquisition is being issued under Full and Open competitive procedures. The associated NAICS code for this acquisition is 333414. (v) Line Item 0001: Priced CLIN, ESPAR HEATER KIT, Make/Model ACTIVE GEAR CO Part Number 97-1281-916-1 or equal for installation on the AM General Light Equipment Transport Model M916 and AM General Medium Equipment Transporter Model M920, both with Cummings NTC-400 Diesel Engines, Quantity of six (6) each; Line Item 0002: Installation Kit, Make/Model ACTIVE GEAR Part Number 97-1281-916-2 or equal for the vehicles identified in Line Item 0001, Quantity of six (6) each. (vi) Espar Heater Kit (includes heater) and Installation Kit or equal. Salient characteristics include providing Hydronic heaters with all necessary parts to install them on the AM General vehicles identified in Line Item 0001 for use in an arctic environment. If an Or Equal product to the Active Gear models specified is offered, detailed technical information adequate to evaluate it shall be provided or the offer may be rejected. In addition, a detailed parts lists and installation instructions are required for proper evaluation. (vii) Delivery and acceptance is F.O.B. Destination at Building 977 Davis Highway Room 114A, Fort Richardson, AK 99505. (viii)The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial. (ix) The following provision applies FAR 52.212-2, Evaluation, Commercial Items: a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical Capability; (ii) Past Performance; (iii) Price. Price when compared to Technical Capability and Past Performance combined is less important. (x) Offerors shall include a completed copy of FAR 52.212-3, Offerors Representations and Certifications-- Commercial Items, with their quotes. Offeror shall complete only paragraph (k) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (j) of this provision. A copy of the Offerors Representations and Certifications may be obtained from http://farsite.hill.af.mil/. (xi) The following provision applies, FAR 52.212-4, Contract Terms and Conditions, Commercial Items. (xii) The following provisions apply: FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders. Award can only be made to contractors registered in Central Contractor Registration (http://www.ccr.gov). The following additional FAR clauses/ provisions apply, 52.214-21, 52.232-33, 52.252-1 apply and are filled in to read http://www.acqnet.gov/far/. DFARS clauses 252.212-7000, and 252.212-7001. (xiii) All offerors shall specify warranty conditions of product offered and delivery time after receipt of an order. (xv) Offers are due not later than 1:00 P.M. Alaska Daylight Time (ADT) on 23 September 2009. Offers may be submitted via hand delivery, faxed or emailed, but it is the responsibility of the offeror to ensure it is received prior to the date and time specified above.
