- DESCRIPTION: The Social Security Administration intends to negotiate with Digital Speech Systems Incorporated (DSSI), a small business doing business at 1190 Commerce Drive, Richardson, Texas, 75081, on a sole source basis under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) “Soliciting from a Single Source”, where circumstances of the contract action deem only one source reasonably available, to purchase DSSI software modification work and related support services as outlined below. The software is part of SSA’s Automated Telephone Notification System (ATNS), which is composed of DSSI proprietary software. DSSI was awarded the BPA to provide this system in 2009. These services are only available through DSSI, through the open market. DSSI has no authorized resellers of this product, or support services. Moreover, DSSI has inherent knowledge of the software designed specifically for SSA to support the ATNS. DSSI is uniquely qualified to provide such services on their developed system and customized software. DSSI is the only firm known to the government that is capable of performing such services to meet the needs of the government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill this requirement. A solicitation is NOT available. Therefore, written and/or verbal requests for copies of a solicitation related to this announcement will not be honored. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
