Description
SUBJECT 99- Virtual Office of Acquisition Web Based Electronic ApplicationsDescription - Virtual Office of Acquisition Web Based Electronic Applications. The Department of Veterans Affairs, Office of Acquisition and Logistics, Contracting Office, Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on a basis of other than full and open competition for the TAC Information Technology (IT) Department. The TAC intends to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed priced (FFP) contract to Tridec Technologies LLC, 4674 Fishburg Road Suite C, Dayton, OH, 45424, a Service Disabled Veteran Owned Small Business, for the design, development, and installation of a suite of web based electronic contracting applications to support the procurement process. Performance shall take place at the contractor's facility and the TAC. The TAC's mission is to provide the expertise and support for the life cycle management of enterprise-wide solutions in information and technology for the VA's Office of Information and Technology (OIT). The group of applications is to be referred to as the Virtual Office of Acquisition (VOA). The VOA will initially consist of; a Customer Portal for acquisition requirements package collaboration, a Contract Award reporting application, and an Industry Idea management system. It will also include a number of electronic procurement support systems consisting of a Pre-Award tracking, COR/COTR oversight, and additional ad-hoc systems to sustain the acquisition community, as well as, the framework to support these programs. These systems will integrate with the VA's Electronic Contract Management System (eCMS) to improve the entire acquisition lifecycle. The anticipated ceiling of the proposed IDIQ, firm fixed price acquisition is $5,000,000.00, for a period of performance of five years. Estimated date of award for this action is October 15, 2009 The statutory authority permitting other than full and open competition is 41 U.S.C.253(c)(1)(or 10 USC 2304(c) (1)) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-5entitled, "Authorized or required by statute," pursuant to the authority of Public Law 109-461, codified at 38 U.S.C. 8127. The North American Industrial Classification (NAICS) for this effort is 541511. Custom application development and knowledge of Federal acquisition business processes are a requirement for successful performance of this contract. This notification shall close on September 24, 2009.
