Description
Solicitation W81XWH-09-T-0693 will be issued on or about 30 September 2009 and proposals will be due on 28 September 2009 @ 4:00 PM EST. This solicitation number and statement that the solicitation is issued as invitation to bid, request for quotes or request for proposal as a small business set-aside. The Governments requirement is to acquire a non-personal service contract to provide tailored for overall personnel to coordinate the interactions between collaborators, analyze and present the data, and write up results. Trained in internal medicine and additional training immunoinformatics and vaccine research. The work to be performed is a contract service for a complete series of experiments using in silico and laboratory methods to identify T-cell binding epitopes on proteins of Ebola virus and Venezuelan equine encephalitis virus. Sophisticated computer algorithms will be used to predict peptides that can bind to human MHC alleles an then laboratory experiments will be performed to validate those predictions. Personnel qualified in clinical research projects in developing a number of applications in Computational Immunology including sequence alignment tools, and automated Blast tool to find homologies between predicated sequences and other protein sequences on file. These personnel will be responsible for operational planning, fiscal management, and general project oversight. Awardees for the service contract must have verifiable expertise and experience in developing and using computer modeling programs that will predict Class 1 and Class 2 human T cell binding eptiodes. In addition, awardees must have deomonstrated capability to validate prediction results by using MHC binding assays and synthetic peptides mimicking predicted eptiodes. Awardees acking such expertise will compromise the usefulness of the resulting data, and likely be unable to fulfill the requirement within the period of performance, which will delay the usefulness of this expenditure. A 1 mg aliquot of each HLA monomer costs to include plates, buffers, fluorescently-labeled competitor peptide, and plastics, place reading. The North American Industry Classification System (NACIS) code for this procurement is 541711. This will be a solicitation issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments on or about 24 September 2009. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the Central Contracting Registration (CCR) database. CCR registration can be accomplished at the following website: www.ccr.gov. Proposals will be evaluated on a Commercial Firm Fixed Price and any resulting contract will be issued as a Firm Fixed Price Award to include a one-year base period and an option to exercise without Not Separately Priced (NSP) to finish work and submit a Contracting Manpower Review (CMR) and final report.
