- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1.Identification of the Agency and the Contracting Activity: Department of Veterans Affairs VA Medical Center 2101 Elm Street Fargo, ND 58102 2.Nature and/or description of the action being approved: Justification and approval for other than full and open competition for furnishing Human Blood and Blood Products to the Fargo VA Medical Center. 3.A description of supplies/services required: Human Blood and Blood Products. The estimated cost of this proposal is $170,000. 4.Statutory authority permitting other than full and open competition: FAR 6.302-1 Only one responsible source 41 U.S.C. 253(c)(5). 5. Unique Qualifications: This vendor is licensed and certified to supply blood and blood products to medical centers. 6.Efforts made to ensure that offers are solicited from as many potential sources as is practicable: A sources sought was published to FedBizOpps on August 14th, 2009 and no other vendors resp[onded expressing an interest. 7.Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: Based on past contracts, I have determined the price as fair and reasonable. 8.Market survey conducted: A sources sought was published to FedBizOpps on August 14th, 2009 and no other vendors resp[onded expressing an interest. No other vendor in this area are capable of supplying this product. 9.Other facts: Red Cross in St. Paul is next closes supplier of blood and blood products. 10.Other sources expressing an interest: No other sources expressed an interest 11.Actions to remove or overcome any barriers to competition: N/A 12.Certification: Based on the foregoing findings, I hereby determine, within the meaning of FAR 6.302-1 and in accordance with VAAR 806.304 and the Federal Property and Administrative Services Act of 1949 that it is in the best interest of the Fargo ND VA Medical Center to acquire the required Blood and Blood Products from United Blood Services.
