- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. The Solicitation Number is RFQ-TOTS-RFQ-08-0112, and this solicitation is issued as a Request for Quotations (RFQ) for comprehensive mortgage loan performance data. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-26. This procurement is unrestricted with the assigned North American Industry Classification System code 541990, All Other Professional, Scientific, and Technical Services, and the small business size standard $6.5 million. The Contractor shall provide support services for the collection, aggregation, storage, and report of loan-level mortgage data related to the performance of all mortgage types originated or supervised by OTS supervised thrift institutions for the past 10 years. The service must be web-based, and OTS requires a twelve (12) month subscription. The Contractor shall submit a quotation for mortgage collection payment data (including 1-4 family; whole loans purchased and home equity loans) and licensing agreement to the Office of Thrift Supervision, 1700 G Street, NW, Washington, DC 20552 no later than September 23, 2009 at 2:00 p.m. Eastern for the following items: Line Item 0001 - Asset Backed Securities (ABS) Loan Level Database Updates (Securties ABS) Line Item 0002 - Historical ABS Database Maintenance Fees (Securites ABS Maintenance) Line Item 0003 - Mortgage Backed Securities (MBS) Loan Level Database Updates (Securites MBS) Line Item 0004 -Historical MBS Database Maintenance Fees (Securities MBS Maintenance) The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (see attachment for 52.212-5 applicable clauses) apply to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and price related factors considered. Offerors shall submit descriptive literature and technical features with offer. Price will be evaluated to determine its fairness, completeness, and reasonableness as it relates to the items offered. Shipping is FOB Destination.
