Description
The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to support the Headquarters, US Marine Corps (HQMC) Command, Control, Communications and Computer (C4) Department with audit support. This audit effort referred to as the IT Deep Dive, will provide a comprehensive understanding of the current state of Marine Corps IT, as well as insight into enterprise IT performance, performance management, cost, security, compliance, green IT/communications, workforce, benchmarking, gaps and vulnerabilities. HQMC C4 is the lead executive agency responsible for overseeing, planning, directing, and coordinating IT capabilities that support both the warfighting and business domains. The Department influences the Combat Development Process by establishing policies and standards for the Marine Corps Enterprise Architecture to foster joint and combined interoperability. Firms possessing suitable qualifications should submit responses addressing the following core objectives in terms of customer experience and relevant capabilities: a) Ability to establish and execute a comprehensive program of technical, business, and analytical support to conduct independent audits and analyses; b) Ability to fuse information from this audit, and make maximum use of recent past audits and existing artifacts, to populate an information repository that will be accessed by various stakeholders to obtain a coherent description of the state of Marine Corps IT, e.g., to provide senior stakeholders and executive leadership with relevant measures and recommendations for improving Marine Corps performance and for use in making investment decisions, and provide measures and reco! mmendations to managers and teams engaged in efforts to improve Marine Corps IT; c) Demonstrated ability to effectively liaison with government audit staff and USMC stakeholders engaged in such activities; d) Ability to accurately capture findings, and then recommend, prioritize, and estimate the cost of solutions to correct discrepancies; e) Ability to capture measures of performance and effectiveness that can be used as process quality benchmarks; and, f) Ability to present findings and analysis to senior level USMC and DoN and DoD leadership. The vendor awarded a contract for this effort will be required to complete an Organization Conflict of Interest (OCI) with respect to the Next Generation Enterprise Network (NGEN) program. Audit results may carry security classifications, and some of the auditors will need to possess security clearances. Responses to this RFI shall not exceed eight (8) pages, including cover letter, discussion and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated; (2) Specific customers and descriptions of the referenced support provided; (3) Link to the respondent's appropriate GSA Schedule, or attached file of same; and (4) Other material relevant to establishing core competencies of the firm. No solicitation document exists at this time, however, in the event the acquisition strategy demonstrates that GSA is a viable option for procuring a solution. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers.
