- F1D7419029AC01 Justification and Approval for Sole Source THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under tatutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. " The Air Force 744th Communications Squadron requires the purchase of 32 Channel NiceCall focus III Bundle. The Air Force Distric of Washington intends to make award to Motorola Inc., 7031 Columbia Gateway Drive, 3rd FL, Columbia MD 21046. The NAICS code is 423690. Interest parties may e-mail patricia.thomas@afncr.af.mil not later than Sunday 20 September 2009, 11:00 am EST. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested pesons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competetive proposals. However all proposals received within two days after date of publication of this synopsis will be consided by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice soley within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competetive procurement. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) The 8 Channel NiceCall Focus III system, part number TT1449 is a recording platform which includes dual DVD drives (4480 hours of recording), hot swappable redundant power supply, on/off hook detection, analog DTMF detection, beep tone insertion for analog interface loggers, tone detection and tone cancellation for analog interface loggers, plaback over LAN, NiceCLS Basic Server including NiceCLS Server license, logger activity detection driver (VOX), nice monitoring, 3 times last message replay license and single administrator liscense.
