- Pre-Solicitation Notice for Training Aids W15QKN-09-R-0116 The US Army Contracting Command, Joint Armaments Center, Picatinny Arsenal, NJ intends to solicit, negotiate, and award a sole source effort with MTI LLC, 8155 Stardust Trail, Flagstaff, AZ. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1(a) (2) (ii) (B) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Unacceptable Delays infulfilling the agencys requirements; however, responsible offerors may submit a capabilities statement, or proposal, which shall be considered by the Government. The NAICS code for this acquisition is 332995 and the small business size standard is 500 employees. The Government has a need to purchase various training aids. These training aids must be inert US and foreign military items, such as but not limited to various types of Projectiles, Rockets, and Mines. Replicas to include plastic or wooden mock-ups are not acceptable as training aids.
