- Services are required for the construction of a RED HORSE Beddown Facility to be located at 2390 North Airport Road in Mansfield, OH 44903, near the Mansfield Air National Guard Base (MANGB). Completion time is estimated to be 12 months after the Notice To Proceed (NTP) is issued. The RED HORSE Beddown project is located in a new site that will be an expansion to the existing Mansfield Air National Guard Base located to the west of the existing airfield and at the east end of the new City of Mansfield Reid Industrial Park development. The contract includes a RED HORSE Beddown training facility, parking lots, access roads, utilities and related site development as described in the bid documents. The RED HORSE facility shall be a single story structure and will encompass approximately 51,260 square feet of space to provide administrative, training, construction workshops, and support spaces, including two bid options at 5,000 square feet each of attached unheated storage space. Project shall be designed and constructed to achieve a LEEDŽ Certified Rating with a minimum of 28 points under the sustainable design principles provided by the Leadership in Energy and Environmental Design (LEED) v2.2 Green Building Rating System as developed by the US Green Building Council. Project is registered with USGBC and has been designed to achieve an estimated 37 points. Project includes mobilization, site work, construction, site restoration, systems testing and training, demobilization, and commissioning. Site work generally consists of POV parking, access aprons, loading dock/ramp access, drives, general storm water control and detention, utilities, sidewalks, and other miscellaneous site features as appropriate to this type of facility. Energy management control systems, high efficiency motors, lighting, and HVAC systems willbe incorporated through the facility. Technical questions should be directed to LTC Laura L. Monteith at laura.l.monteith@ng.army.mil. Total estimate for the project is between $10,000,000.00 and $25,000,000.00. This procurement is a total small business set aside. The applicable small business size standard inclluding affiliates is no more than $33,500,000.00 average annual revenue for the previous 3 years. The Standard Industrial Classification (SIC) code is 1542. Plans and specifications will be available for inspection without charge through the Federal Business Opportunities website at https://www.fbo.gov on 15 Oct 09. Solicitation packages will be available on 15 Oct 09 with the bid opening on 29 Dec 09. All responsible sources may submit a bid which will be considered.
