Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested by this notice alone, and a written solicitation will not be issued. This synopsis/solicitation is issued as a Request for Quotations for radios to be used by the government of Ecuador pursuant to an agreement with the U.S. Department of State. 1. DESCRIPTION 1.1. The U.S. Department of State, Narcotics Affairs Section (NAS), U.S. Embassy Quito, Ecuador, has a requirement for the purchase of radios on a brand name or equal basis as described below, to be donated to the government of Ecuador for NAS program purposes. All items must work with protocol SMARTZONE 4.1 (unified system use by the Ecuador National Police); and work with 800MHz frequency. The NAICS code applicable to this acquisition is 334220. The small business size standard is 750 employees. 2. REQUIRED ITEMS: LINE ITEM 001: Base Stations-- Specifications: Base Radio EF Johnson, model 53SL or equal, 48 channels, output power 10 to 35 watts, range of operations TX: 762-776 / 792-806 / 806-825 / 851-870 MHz / RX: 762-776 / 851-870 MHz, SmartZone 4.1 platform / version 7.0 and APC025 or better / Include also: Antenna Omnidirectional 5db, Power source 20amp, 120 Vac. 60kHz, accessories for installation, Microphone; as described further below. Technical specifications: parameters are as follows: General--Operation mode: truncated; Protocol: Smartzone, digital platform interoperable with the system Smartzone, scalable to higher; Frequency generation: synthesized; Operation: simplex and half; Number of channels: 16 or higher; Power supply: 12Vdc negative ground; Settings: Via software; Include: caller ID (PTT-ID). Transmitter—Frequency range: 800 MHz; Output power: 35 watts or higher; Modulation: digital; Channel spacing: 12.5 / 25 KHz. Receptor—Frequency range: 800 MHz; Modulation: digital; Channel spacing: 12.5 / 25KHz. LINE ITEM 003: Portable Radios-- Specifications: Portable Radios, EF Johnson model 51SL or equal: 48 channels, output power 1 to 3 watts, range of operations TX: 762-806 / 806-870 MHz / RX: 762-806 / 806-870 MHz, SmartZone 4.1 platform, version 7.0 and APC025 or better. Include also: Antenna Heliflex, Battery 3600mAh Ni Metal with charger + clip, manual for operation; as described further below. Technical specifications: parameters are as follows: General--Operation mode: truncated; Protocol: Smartzone, digital platform interoperable with the system Smartzone, scalable to higher; Frequency generation: synthesized; Operation: simplex and half; Number of channels: 16 or higher; Power Supply: Rechargeable battery Ni-MH; Settings: Via software; Include: caller ID (PTT-ID). Transmitter—Frequency range: 800 MHz; Output power: 1-3 watts; Modulation: digital; Channel spacing: 12.5 / 25 KHz. Battery (must be original)—Capacity: Minimum 1800 mAh high capacity; Type: intrinsically safe; Voltage: 7.5VDC. Accessories—Antenna; Belt clip High Strength; Battery charger individual load quickly; Operations Manual. Quantity: 208 each. 3. DELIVERY INFORMATION 3.1. DELIVERY TERMS: FOB Destination. The Contractor shall consolidate the entire shipment to prevent loss and misdirection. Any lost or damaged items during shipment shall be replaced by the contractor upon notification. The items being acquired will be donated to the government of the ultimate destination Ecuador. The contractor shall ensure that all items are prepared for safe shipment and include all necessary export approvals, licenses, and paperwork. 3.2. MARKING REQUIREMENTS: American Embassy NAS POC: Monica Villacreces Purchase Order No. S-WHARC-09-M-____(To be provided upon award) Quito, Ecuador 4. EVALUATION OF QUOTATIONS: 4.1. Award will be made to the lowest priced, technically acceptable quoter who submits a quotation that complies with the RFQ requirements. 4.2. Additional Considerations: The Government reserves the right to reject a quotation that is technically unacceptable or unreasonably low or high in price. The Government will determine acceptability by assessing the quoter's compliance with the terms of the Request for Quotation (RFQ). The quoter must be able to demonstrate that it has the necessary resources to provide on-time delivery at a high level of quality. 4.3. Award will be on an “all or none” basis. 5. QUOTATION MUST INCLUDE THE FOLLOWING: 5.1. PRICE: unit and extended prices, inclusive of delivery charges, for all line items. 5.2. DESCRIPTION: Description/nomenclature of the item being proposed; product literature may be provided. Include description of warranty. 5.3. DUNS AND CCR: DUNS number and statement that the quoter is registered in CCR. 5.4. CERTIFICATIONS: Completed certifications (FAR 52.212-3) or statement that the certifications are included already at the ORCA web site (https://orca.bpn.gov/). 5.5. PAST PERFORMANCE: A list of contracts within the last three (3) years for the provision of cargo containers to federal or commercial customers. The list shall include POC information and limited to no more than five (5) references. 5.6. DELIVERY TIME: The quote shall state how many calendar days are required for delivery to the required location. This may be stated in terms of the number of days following the date of the purchase order or number of days following receipt of export license. 6. ADDITIONAL INFORMATION AND REQUIREMENTS: In order to receive an award, you must be registered in the Central Contractor Registration database at www.ccr.gov. All responsible sources may submit a quotation which shall be considered by the Department. This solicitation number S-WHARC-09-Q-0083 is issued as an RFQ under subpart 12.6 and Part 13 of the Federal Acquisition Regulation (FAR).
