Description
MENTAL HEALTH CONSULTANT BID SPECIFICATIONS 1. This agreement is to arrange for and/or provide a Mental Health Consultant to the MUHLENBERG CAREER DEVELOPMENT CENTER facility. Successful bidders will be working with youth 16-24 years of age providing assessment. All mental health services will be provided under the following stipulations. a. Service to be provided will be twenty (20) hours of on site services per week, and also, be available for emergency-on-call situations at $ per hour. b. Services provided will include, but will not be limited to those mental health services specified in the JOB CORPS FEDERAL REGULATIONS (Title 20, Code of Federal Regulations 638.510, the JOB CORPS POLICY AND REQUIREMENTS HANDBOOK. Chapter 6 and TECHNICAL ASSISTANCE GUIDES 6-D, 6-L, 6-N, AND 6-0). Staff Development: a. Provide advice to the Center Director and health services staff on all-mental health matters and overall Center programs and organizational consultation to the Center Director and administrative staff on a regular basis. This will include staffing requirements. b. Provide consultation on the development of a system to promote the coordination and integration of the mental health program with other Center programs and activities such as counselling, residential life, and recreation. This will be done in cooperation with the health services manager, Center physician, Center dentist and other health professionals, as well as any staff members involved with the students. c. Provide advice and assistance to the health education instructors on the implementation of the Health Education Program. d. Provide consultation with the Center health staff, counsellors, residential advisors, instructors, and other appropriate staff concerning the ongoing mental health problems of students. e. Provide assistance with program development for the purpose of meeting the life crises of students in constructive ways. For example, being involved with the Center disciplinary program, the maximum benefits program and the AODA program. f. Assist with staff development on using mental health principles and techniques. This will include coping with problems of alcohol, drug use, sexuality, aggressive behaviour and poor communications. 3. Clinical Services: a. Provide advice to the Center Director on the advisability of student terminations for mental health reasons, and the cost of mental health services, including inpatient facility use. b. Ensurance of the maintenance, confidentiality, and safeguarding of all necessary mental health records. c. Issuance and maintenance of signed and dated standing orders regarding mental health matters in accordance with Technical Assistance Guide 6-Q. d. Provide diagnostic and evaluative services to students who are inpatients or outpatients. e. Provide limited forms of psychiatric treatment including crisis intervention, brief psychotherapy, intermittent supportive psycho therapy, psychotropic drug management and group psychotherapy, as permitted by licensure or accreditation. f. Assist with appropriate referral for students who must be terminated for mental health reasons. 4. Clinical Services-AODA: a. Provide clinical assistance to the AODA specialist. b. Participate in the intervention and management process. c. Providing direct support for difficult cases. d. Recommend PATs or medical terminations for alcohol/drug related diagnoses. 5. The Provider agrees too adhere to the policies, procedures, and guidelines established by JOB CORPS. The Provider and the Center further agree that the Provider will have primary responsibility under the Center Director's guidance to implement the program outlined above. The Provider with the concurrence of the Center Director may delegate by written and dated standing orders any of his/her responsibilities to appropriately qualified Center staff. 6. The Provider will be assisted by the Job Corps National Health Staff (NHS) and principal and Regional Health Consultants. The latter will act under guidance and direction from the NHS. The provider is an independent contractor and not an employee or agent of the Center contractor or the Department of Labor, Job Corps. The provider agrees to indemnify and save the Center operator harmless from any expenses including attorney's fees and also claims on account of damage to property or bodily injury (including death) which may be sustained by himself/herself or his/her employees in connection with any work performed. Upon award of the contract the Provider must provide current Kentucky licensure/certification, (Psychiatrist or Psychologist). 7. The Provider agrees to make no public statements concerning JOB CORPS students or JOB CORPS activities without prior written approval of the Center Director or his designated representative. 8. All research projects and/or publications relating to JOB CORPS mental health activities will be cleared through the JOB CORPS NHS, WASHINGTON, D.C. 9. The period of performance of this agreement is from 5-1-04 through 4-30-06 with the option to extend for three one-year periods. The exercise of any option year is contingent on the Government’s award of an option year to Horizons Youth Services and subject to the availability of continued funding. 10. All required licenses, permits and insurance will be made available prior to the commencement of service.
