Description
DOING BUSINESS WITH THE GPO: Contractors wishing to do business with the GPO are referred to the GPO web site http://www.gpo.gov/vendors/index.htm, where one can register as a GPO contractor using the ‘GPO Contractor Connection' link in accordance with the furnished instructions on this page. NOTE: Prospective as well as existing GPO contractors are to note that, as of 1/1/08, all contractors seeking to do business with the GPO must first complete and thereafter maintain the accuracy of its GPO Contractor Connection registration with the following mandatory taxpayer information boxes: "EIN/TIN #" Employer Identification Number of Taxpayer Identification Number): "Subject to Backup Withholding" (See Form W-9). The GPO will withhold payment of any invoices for work completed by any contractor who fails to provide this tax data in GPO Contractor Connection. Such invoices will be declared ineligible for payment until all requirements for payment, including providing this tax data in GPO Contractor Connection, have been satisfied. GPO CONTRACT TERMS: Any contract which results from this Invitation for Bid will be subject to the applicable provisions, clauses, and supplemental specifications of GPO Contract Terms (GPO Pub. 310.2, effective 12/1/87, revised 06-01 available at http://www.gpo.gov/fdsys/bidopps/bidopps.action?region=chicago) and GPO Contract Terms, Quality Assurance Through Attributes (GPO Pub. 310.1, effective 5/79, revised 8/02). ITEM (1): Influencer Kit Pocket Folder Quantity: 12,887 (includes 32 QARCS & 2 inspection copies) Trim Size: 19 x 16” (flat). 9 x 12” with 4” high inside pockets (constructed finished size). Stock: White No. 2 Coated Cover, Dull-Finish, basis size 20 x 26", 14-15 Point, equal to JCP Code L62. Printing: Face prints 4-color process illustrations, tints/solids with reversing, and type & line matter, bleeds uncommon. Spot coat the face (excluding glue tab area and white drop-out-type) with a clear, non-yellowing UV Coating. Back prints Pantone 7529 solid/flattone. Margins: Follow disk, bleeds uncommon. Proofs: 1 unprinted construction sample using the stock that will be used in production. Two sets of ink jet or blueline proofs and two sets of color proofs. Proofs must show construction including die-cuts. Construction: 4” high inside pockets with V-cut at centerfold. 3/4” pocket tab, at outside edge of each side, to be securely glued to the inside of pockets. Round upper corners of inside pockets. ITEM ( 6): RPI 902, Influencer Kit CD Quantity: 12,855 CD-ROM inserted into a trimpack (includes 2 inspection sets) CD: 4.75” diameter. CD replication and Printing: Contractor must replicate on silver CDs from Government furnished CD master. Print (via the screen printing process) a flood coat white on nonreflective side and overprint type, logo, and photo illustration in 4-color process, bleeds uncommon (5/0). Digital or laser printing, or separately applied printed labels are not acceptable. Inks must not have a degenerative effect on the CDs. Contractor may need to provide the copy for the flood white overprint and the doughnut. CD is to be printed, replicated, and inserted into the TRIMpak. Case: CD case must be similar or equal to Verbatim TRIMpakTM clear plastic storage case; must be able to read overprinting on CD through case cover. No shrinkwrapping required, but case top must be closed securely so disk does not fall out. Assembly: See below. Margins: Follow disk, bleeds uncommon. Proofs: Two CD one-offs, two sets of ink jet or blueline proofs and two sets of color proofs. CD DUPLICATION/REPLICATION. Several firms claim patent rights, which may be applicable to CD replication. For example, see http://www.licensing.philips.com. U.S. Philips Corporation and Sony Corporation claim to hold patents for certain technologies essential to the manufacture and replication of CDs and assert it is impossible to manufacture or replicate a CD without infringing these patents. The patent claims cover, among other things, both the physical structure of and the manner in which data is encoded on a CD. Other firms, including Discovision Associates, Irvine, CA, also claim similar patent rights. By submission of a bid, bidders certify that they hold a license under all patents applicable to their duplication/ replication of CDs. Each quoter's attention is invited to the patent indemnification provisions of GPO Contract Terms (Pub. 310.2 (Rev. 6-01)) since the successful contractor will be responsible for compliance with all applicable patents, including any for DVDs. All delivered CD duplicates/replicates must conform to the physical specifications as defined by ISO Standard 10149. Also all delivered C disks duplicates/replicates must meet or exceed the error-detection and correction specifications as defined by ISO Stand 10149. All delivered CDs replicates must be free of EEC errors. All DVDs must be duplicated/replicated in the International Standards Organization (ISO) 9660 format. This implies that any CDdiscs produced by the contractor must be completely compatible with the Microsoft CD extensions, Version 2.0 or higher, and other operating systems such as Unix, Apple and MS-DOS. ITEM (7): Letter of Instruction Quantity: 12,887 (includes 32 QARCS & 2 inspection copies) Trim Size: 8-1/2 x 11”. Stock: White No. 1 Coated Text, Gloss-Finish, basis size 25 x 38", 80 lbs. per 500 sheets, equal to JCP Code A181. Printing: Face prints black type & line matter. Margins: No bleeds; adequate gripper. Proofs: Two sets of ink jet or blueline proofs. Assembly: See below. ASSEMBLY: Inside item 1: Pocket Folder: (from top to back) Left Side: item 7: Letter of Instruction; item 2: Guidance Letter; & item 5: FAQ Pack/set Right Side: item 4: CD w/case & item 6: Fact Sheets (set of 6) Fold and close Pocket Folder, front facing up. Contractor to place 2 packs of brochures (shrinkwrapped in units of 25 each) on top of Pocket Folder, then shrinkwrap into one complete packet. Density of outside shrinkwrapping should be thick enough to packet will not burst when handled, packaged or stacked. Shrinkwrapping should not damage or crush contents of packet; shrinkwrap material must be durable so content does not puncture, tear through package.
