Description
This is a Combined/Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ9139. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-36 August 11, 2009). This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set aside. The North American Industry Classification System (NIACS) Code for this acquisition is 541612, and the small-business of $6.5 million. The National Institute of Allergy and Infectious Disease (NIAID) intends to procure training services in specific topic areas that are related to employee relations and specific EEO laws, NIAID cases and issues. It is anticipated that this training requirement will be provided for up to 600 existing and new NIAID staff members. A total of 24 training sessions will need to be completed between September 2009 thru September 2010. The purpose of this requirement is to provide qualified experts in the areas covering EEO, diversity, communication across a wide-range of issues and behaviors of a sensitive nature. Contractor must successfully deliver the Interactive Drama skits conducted by professional actor’s and provide training props including; telephones, laptops, lab coats, microscopes, etc. Contractor will also be responsible for providing materials and workbooks for a total of 600 attendees. This will be a firm fixed-price contract and the FOB terms are “Destination”. The following evaluation criteria will be used to evaluate offers; (a) Price; (b) Technical ability to meet and deliver the required specification; (c) Delivery. The following Federal Acquisition Regulations provisions and clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-4 Contractor Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; FAR 52.225-1, Central Contractor Registration; and FAR 32.703-2, Availability of Funds, FAR 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] Offers must be submitted no later than 3:00 P.M. Eastern Daylight Savings Time on, September 24, 2009.
