- The Contracting Center of Excellence (CCE), on behalf of the Office of the Assistant Secretary of the Army, Manpower and Reserve Affairs, intend to award a sole source contract to The Advertising Council, Inc., 815-2nd Ave., 9th Fl., NewYork, NY 10017-4503 pursuant to FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, under the authority of 10 U.S.C. 2304 (1). The requirement is for the Armys Boost initiative. The vendor will continue to assist in the development of a campaign strategy and focus, creation of multimedia advertising products to carry out the strategy, dissemination products to national media outlets, and monitoring and reporting the results of media placement efforts. The North American Industry Classification System Code (NAICS) is 541840 with a small business size standard of $7.0M This notice is not a request for competitive proposals. Interest parties may identify their interest and capability to respond to this requirement within the five (5) business days of the announcements posting date of 18 September 2009. A determination by the Government not to compete this requirement based upon any responses to this notice is solely at the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
