Description
This is a SOURCES SOUGHT NOTICE to identify firms capable of providing all labor, material, equipment, management, and supervision and all other incidental services and supplies required to complete the project ready for use. NO AWARD will be made from this Sources Sought. NO SOLICITATION IS AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Potential offerors who have the skill, capabilities and bonding necessary to perform the described project are invited to provide feedback via email to Teresa.Aguon@fe.navy.mil. BACKGROUND AND INFORMATION FOR CONSTRUCTION CONTRACT This construction project will replace an existing main substation (40/50 MVA) with a new main substation (60/80 MVA) including 34.5 KV and 13.8 KV switchgear buildings, transformers and power factor correction capacitors, new cutovers connecting the new main substation to Guam Power Authority (GPA) power feeders including the new underground from the Yigo substation, and replace 13.8 KV switchgears at Switching Stations D and F, to include force protection measures, including new security fences around both the new substation and distribution lines appurtenances. Contractor will also install new 13.8 KV tie-in feeders consisting of electric distribution ducts, manholes, conductors and padmounted switches, and install new 13.8 KV underground/overhead feeder between the new main substation and Munitions Storage Area (MSA) to accommodate existing and increased power loads associated with new mission facilities within MSA. The Contractor shall provide management, engineering, supervision, labor, materials, equipment, and all other incidental services and supplies required to provide a complete and usable facility. INFORMATION FOR POTENTIAL OFFERORS The purpose of this NOTICE is to gain knowledge of potential business sources for the construction of this Design-Bid-Build contract for Strike FOL Electrical Infrastructure, Andersen Air Force Base, Guam. The estimated construction cost is between $25 million and $100 million. Interested sources are invited to respond to this sources sought announcement. Respondents shall provide up to five projects that best demonstrate the company experience relative to the types of work covered by this requirement. Projects should be representative of NAICS Code 237130 and size standard $33.5 Million. No awards will be made from the responses to this sources sought. Responses will be used to determine appropriate acquisition decisions for a future procurement. In responding to this sources sought, please indicate your business size in accordance with FAR Part 19 and the NAICS Code 237130. Specifically, please indicate if you are a small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and/or woman-owned small business concern. This project will require bonding in accordance with the Miller Act. Please provide your company bonding capacity for a single project. Please respond to this announcement by 4:30pm (Guam Time) on 02 October 2009, via email to Teresa.Aguon@fe.navy.mil. The subject line of the email shall state STRIKE FOL ELECTRICAL INFRASTRUCTURE, AAFB, GUAM. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants.
