Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number N68836-09-T-0381 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the lastest edition of the Federal Acquisition Circular. This solicitation is issued on an unrestricted, NAICS Code 334310; STATEMENT OF WORK Requirement is for remote video monitoring and access activation for Algiers Naval Support Activity New Orleans (2300 General Meyer Algiers building 416, LA 70142), Herbert Naval Support Activity New Orleans (4400 Dauphine Street building 601, New Orleans LA, 70146), and SPAWAR New Orleans (2231 Lake Shore Drive, building 3, New Orleans LA 70146) 1. PURPOSE This Statement of Work (SOW) establishes the requirements for the installation and maintenance of video surveillance units at the locations listed above. It also establishes the requirement to be able to remotely grant access to those locations upon verification of identity and determination of need. As used herein, the term Contractor is defined as the Prime Contractor and any resultant Subcontractor(s). The Prime Contractor shall ensure that any subcontractor(s) comply with the terms and conditions of this document. 2. CUSTOMERSA. The Navy places a very high priority on the good will of its customers.B. Prior to beginning any work for the company, the contractor shall first make a reasonable effort to explain to the customer the company he represents, the planned work, and the completion date.C. Any repair of damages to property caused by the contractor's activities shall be the entire responsibility of the contractor.D. Whenever a customer complaint or claim is received by the Contractor, the Contractor shall immediately notify the designated Contracting Officers Representative\Base Communications Officer (COR\BCO).E. Contractors Supervisor shall investigate and resolve complaints or claims immediately upon receiptF. The Contractor shall keep COR\BCO informed as to the status of all complaints or claims on a current basis and confirm the final resolution in writing. 3. SAFETYA. The contractor shall abide by all Federal, State and local Safety Regulations.B. The Contractor shall at all times conduct the work in a safe manner so as to safeguard the public from injury to persons and/or property.C. The Contractor is to use all necessary protection for its employees and to guard against interference with normal operation of power circuits.D. Should the Contractor damage Navy facilities or be involved in an accident involving Navy facilities or the public while performing work for COR\BCO, the designated Representative of BCO shall be notified as soon as possible. 4. PURCHASE ORDER CHANGESA. Any deviations from planned work must be approved by the Contracting Officers Representative (COR) or alternate (ACOR)B. A Change Order in the Purchase Order will be initiated by the designated COR or ACOR for revisions in the field involving a change in the purchase order cost. The ultimate approval authority resides with the contracting officer. 5. EXTENT OF WORKA. The contractor will provide the technical expertise, labor, hardware and software to program and physically connect video surveillance units to existing government provided network components to allow remote viewing using IP formatting from our NAS JRB Belle Chasse location. The contractor will install this capability onto 5 desktop private computers designated by the BCO/COR point of contact. The contractor will also install remote or locally activated access hardware and software to enable the opening of secured doors from our center on JRB Belle Chase. Is the government network part of NMCI or a stand-alone network? Do items added to the network need to be DIACAP or equivalent approved?The nework is not part of an NMCI network. It does not have a DIACAP requirement.B. Government IP Scheme shall be utilized and government furnished equipment will be utilized. C. Specific site requirements are: C.1 Belle Chasse BCO Site NAS A. Five (5) Customer Provided & Commissioned Existing Legacy Terminals to be set up for local and remote Video Monitoring. Are these computers on a network that is accessible from the DVR location? Yes they are on the same network.B. Two (2) Aiphone Voice/Release Master Intercom Units for selective remote release of doors as required. Where will these units be located? One will be at the Herbert location and the other will be at the Algiers location.C. One (1) Connect to existing Front Door strike for remote release. Is the strike part of an electronic access control system? Yes. D. One (1) Fixed Camera at the front door with remote access control to bldg listed above.4- 12 lens. E. Two (2) Cameras in the switch room, on each side of the switches to provide no less than 90% coverage for the area.5-50mm lens. F. The back door will be secured as a fire emergency exit only. 1.Does the door currently have electronic access control? 2. How will door be secured? 3.Panic bar with sounder? 4. Pneumatic exit release button? 1. No. 2. Standard lock with combination activation. 3. Panic bar on inside of the door no sounder. 4. no pneumatic release.G. The front door's lock is not secure. Customer is to install proper security plate over existing strike. H. One (1) Eight (8) Channel Video Recorder, 160 GB storage capacity, IP enabled. Remote view, Local storage. Recorder to be installed within the secure space. UPS power provided. UPS power is GFE? GFEI One (1)-Forty Inch (40") LCD Flat Screen installed in Operation office, Wall mount and Tuner included. What will be viewed on this monitor? DVRs, camera? All camera views from security system.J. One (1) IP configuration to be provided by customer before equipment installation. C.2 Algiers BCO Remote Site A One (1) Aiphone Voice/Release intercom for remote release when required. B. One (1) HID Stand Alone Electronic Keypad. Card and/or code capable. What type of card? Magnetic stripe, proximity, smart card, etc? ProximityC. One (1) Set of Locking Hardware, Magnetic, and 1200 lbs holding force. Style TBD What type of door is this? Single, double, steel, storefront, etc? Steel, single.D. One (1) Three Hundred (300) Series Dome Style PTZ Camera at the front door with remote access to bldg. 416 w 36X. Where and how will this PTZ camera be controlled? Are there cables or conduits between the camera location and Building 416? Controlled from Belle Chasse building 30. There is not a current conduit run.E. Two (2) Cameras, Fixed inside the switch room, monitoring both sides of the switch row to provide no less than 90% coverage of the secured area.5-50mm lens. Is there a floor plan of the secured area with a scale or dimensions? No floor plan but the room to be monitored is 30 feet by 28 feet with a solid row of equipment located 3 feet from the back wall. Both sides of the equipment will need to be monitored.F. One (1) Eight (8) Channel Video Recorder, 160 GB storage capacity, IP enabled. Remote view, Local storage. Recorder to be installed within the secure space. UPS power provided UPS power is GFE? UPS is GFEG. One (1) IP configuration to be provided by customer before equipment installation. C.3 Hebert BCO Remote Site A. One (1) Camera, Fixed, outside door with remote access to bldg. 300 Series Dome Style PTZ Camera at the front door with remote access to bldg. 601 fourth deck. Where and how will this PTZ camera be controlled? Are there cables or conduits between the camera location and Building 601? Camera controlled from Bell Chasse building 30. No conduits. B. One (1) Aiphone Voice/Release intercom for remote release when required. C. One (1) HID Stand Alone Electronic Keypad. Card and/or code capable. What type of card? Magnetic stripe, proximity, smart card, etc? ProximtyD. One (1) Set of Locking Hardware, Magnetic, and 1200 lbs holding force. Style TBD. What type of door is this? Single, double, steel, storefront, etc? Single SteelE. One (1) Eight (8) Channel Video Recorder, 160 GB storage capacity, IP enabled. Remote view, Local storage. C.4 Spawar BCO Remote Site. A. One (1) Camera, above the switch Room entrance located in bldg. 3, third floor. B. One (1) Eight (8) Channel Video Recorder, 160 GB storage capacity, IP enabled. Remote view, Local storage. Recorder to be installed within the secure space. UPS power provided. UPS power is GFE? UPS is GFEC. NO remote Door release at this facility. D. One (1) IP configuration to be provided by customer before equipment installation. TECHNICAL NOTE: Using Remote Site specific DVR recording reduces the MAN ATM Transport Layer bandwidth usage and also secures each BCO/Base site for Network hardening & survivability. The additional cost for adding IP cameras and Encoders and Decoders would increase the price as well. Also, it will minimize the connections placed on the PC for accessibility and ease of use. Site specific DVR application capture/storage can be remotely IP retrieved across the MAN as required & securely stored via the Head End (JRB) Internal DVD-RW.
