Description
Contractor is to provide customer with transportation, treatment and disposal of non-hazardous wastewater and non-hazardous oily wastewater (including sheen and residual diesel fuel and jet fuel). Wastewater is from the bottoms of petroleum storage tanks and exhibits high Chemical Oxygen Demand (COD) characteristics due to the diethylene glycol monomethyl ether (DiEGME) that is present in the wastewater. Customer's wastewater will be delivered to an appropriate treatment facility, via tank trucks. Processing will include employment of physical and chemical methods for batch treating the wastewater prior to discharge into a publicly-owned treatment works (POTW). Physical and chemical methods employed will involve the use of an oxidizing agent to reduce the Chemical Oxygen Demand (COD) of the wastewater to concentrations that meet the disposal facility's pre-treatment permit and, at no time, pose an upset to the POTW. Treatment will be verified by batch testing of treated wastewater prior to release to the POTW. Upon completion of the QA/QC work, the Contractor will off-load the contents of the tank trucks for processing AND PROVIDE THE GOVERNMENT WITH a Certificate of Disposal (Non-hazardous waste manifest) FOLLOWING THE PROCESSING OF EACH LOAD. The disposal facility must be able to treat high-strength, industrial wastewater with COD concentrations ranging from 100,000 to 500,000 ppm. Mandatory contract conditions include transporting up to 18,000 gallons of wastewater in a day from the facility, batch treatment of the wastewater to levels safe to discharge into a POTW, and testing prior to release into a POTW. NOTE: Processes that involve mixing the wastewater with solid material for disposal (solidification) will not be allowed as a treatment or disposal option. Additionally, the treated wastewater will not be discharged under a facility's National Pollutant Discharge Elimination System (NPDES) permit.
