Description
NATO International Competitive Bidding (ICB): Supply and Delivery of 45,000 World Wide Radio Receivers for ISAF Combined Joint Psychological Operations Task Force IFIB-ACO-BRU-09-69 NATO Joint Forces Command Headquarters Brunssum (JFC Brunssum) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the supply and delivery of 45,000 World Wide Radio Receivers for the International Security Assistance Force (ISAF) Combined Joint Psychological Operations Task Force (CJPOTF). JFC Brunssum is serving as the procurement agency for this project, which was authorized by the MBC. JFC Brunssum intends to use the bidding procedure involving a sealed bid with two envelopes (technical and price proposal) and a sample of the offered model. Partial bidding is not authorized for this Firm Fixed Price (FFP) procurement. The contract will be awarded to the lowest compliant bid. The estimated amount of funding for this procurement is Euro 900,000. The reference for this project is IFIB-ACO-BRU-09-69. The Department of Commerce will be using the same reference. The Invitation for International Bid (IFIB) package will contain material at the level of NATO UNCLASSIFIED. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for a NATO International Competitive Bidding (ICB) procurement, it must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. Only facilities located in NATO member nations may participate in NATO ICB. The U.S. Department of Commerce approves facilities that are located within the United States. U.S. firms will find a copy of the U.S. NATO ICB application at the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents Upon approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DEADLINES 1. Deadline for requesting Declaration of Eligibility: 14 October 2009 (Under MBC rules, the contracting agency will continue to accept nominations to the bidders list after the IFIB is issued and until the bid closing date.) 2. Estimated IFIB release date: 19 October 2009 3. Estimated bid closing date: 30 November 2009
