Description
The United States Coast Guard Research and Development Center (USCG RDC) is the Coast Guard’s sole facility performing research, development, test and evaluation (RDT&E) in support of the Coast Guard’s major missions of Maritime Law Enforcement, Maritime Safety, Marine Environmental Protection and National Security. The RDC efforts are broad and varied. They support Coast Guard acquisition and regulatory processes and improve the efficiency and effectiveness of Coast Guard operations and resources. Additionally, under the Department of Homeland Security, the RDC has responsibility to conduct RDT&E to protect our ports and shores from enemies, foreign and domestic, attempting to adversely affect the American economy, security, and way of life. Tasking for this procurement will typically involve complex analyses requiring the coordinated integration of experience and expertise to be applied to the following RDC functional areas: 1. Systems Engineering Design and Development; 2. Naval Architecture/Marine Engineering; 3. Operational Test and Evaluation; 4. Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR); 5. Wide Area Surveillance; 6. Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) Detection and Protection; 7. Marine Fire Safety Research Services; 8. USCG Traditional Missions: (Search and Rescue (SAR), Maritime Law Enforcement, Oil Spill/Hazardous Materials (HAZMAT) Response, Waterways Management, Aquatic Nuisance Species (ANS) Mitigation); 9. USCG RDC Current Research Areas: (Sensor Performance Analysis, Alternative Energy, Arctic Operations); and 10. Integrated Functional Areas Support Efforts. This is a follow-on procurement to Contract HSCG32-05-D-R00010 with Science Applications International Corporation (SAIC), 10260 Campus Point Drive, San Diego, CA 92121, c/o Naval Maritime Business Unit, 28 Jacome Way, Middletown, RI 02842. This procurement is being solicited based on unrestricted full and open competition. It is anticipated that the solicitation will result in a single award indefinite-delivery indefinite-quantity contract with cost-plus-fixed-fee provisions. Task orders will be issued on a term or completion form basis. The resultant contract will have a five-year period of performance. It is anticipated that award will be made on initial offers. Offers will be evaluated and award will be made to the responsive and responsible offeror who provides the best value to the Government based on the technical proposal and cost/business proposal. Technical proposals will consist of Technical Understanding and Management Approach, Staffing, Corporate Experience, and Past Performance. The NAICS code for this procurement is 541330; small business size standard $4.5M. All responsible offerors may submit an offer, which the Coast Guard will consider. To be eligible for award, offerors must be registered with the Central Contractor Registration at http://www.ccr.gov/. It is anticipated that the solicitation will be available at Federal Business Opportunities at www.fbo.gov by October 6, 2009 Proposals will be due forty-five days after solicitation. Paper copies of the solicitation will not be issued.
