Description
US Customs and Border Protection (CBP) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with American Science & Engineering (AS&E) of Billerica, MA. to upgrade the existing OmniView Gantry System deployed in Charleston, SC with a Backscatter capability. The OmniView Gantry System and Backscatter upgrade are proprietary systems solely manufactured by American Science & Engineering. ***Sole Source determination is based on the need for the American Science & Engineering to upgrade the system with a Backscatter capability. ***The North American Industry Classification System (NAICS) code for this acquisition is 334517. **The Government intends to solicit and negotiate directly with American Science & Engineering. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email. Documents over 10 pages total will not be accepted. No faxed documents will be accepted. Verifications of receipt of responses are the sole responsibility of the contractor. If no responsive statements are received by 23 September 2009 12:00 NOON EST, an award will be made to American Science & Engineering. The Government anticipates award on or before 30 September 2009.
