- Provide everything necessary to perform Command, Control, Computers and Communications (C4) audio visual and tactical support to include all labor, supervision, supplies, materiel, and equipment to conduct integration, maintenance, repair, replacement, installation, upgrade, and training at Fort Hood, Texas. The contractor shall provide all audio visual, video, digital, display, fiber optics, video teleconference (VTC), Multipoint Conference Unit (MCU), air conditioning, power, electrical grounding, fabrication support and networking equipment, intercom systems, and other components associated with the C4 of Fort Hood Tactical Command Posts (CPs), Tactical Operations Centers (TOCs), Emergency Operations Centers (EOCs) and associated buildings and shelters. Support may be required for exercises and deployments anywhere within Continental United States (CONUS) and Outside the Continental United States (OCONUS), when approved by the Contracting Officer. The contractor will be reimbursed for travel, approved by the Contracting Officer, in accordance with (IAW) the Joint Travel Regulation (JTR) and FAR 31.205.46. This action will be conducted as a commercial service acquisition in accordance with FAR Part 8 and FAR Part 12 in conjunction with the policies and procedures for solicitation evaluation and award under FAR Part 15. This procurement is 8(a) set-aside. The resultant contract will be a Firm Fixed Price, Requirements type Contract with a base year beginning 01 December 2009 through 30 November 2010, with four (4) one-year option periods. The North American Industry Classification System (NAICS) code applicable to this requirement is 238210 and the Small Business Size Standard is $14M. The Government anticipates issuing a Request for Proposal (RFP), W91151-09-R-0011, on or about 09 October 2009 with a tentative closing date of 09 November 2009. The RFP will be available for downloading at the Army Single Face to Industry website at https://acquisition.army.mil/asfi. No paper copies of the solicitation will be mailed and telephone requests will not be honored. Offerors must be registered in the Central Contractor Registration (CCR), accessed via the Internet at http://www.ccr.gov. In order to receive an award, the NAICS code identified above must be on your CCR. Offerors pricing, any required licenses/certifications, and representations and certifications shall be submitted with offer.
