Description
The Alexandria VA Medical Center Contracting Office intends to solicit and award a sole source contract to Milton S. Rhea, PhD for Compensation and Pension Mental Health Examinations for the Alexandria VA Medical Center in Alexandria, LA during a period of 180 days under the authority of 38 U.S.C. 8153, VAAR Part 873, and 41 USC 253(c)(2) Unusual and Compelling Urgency. Services are to be provided at the VAMC located in Pineville, LA and at the Army Hospital at Fort Polk, LA. The Contractor is required to perform approximately 690 mental health examinations in accordance with the C&P MH Examination Program. The Contractor will be expected to utilize the AMIE/CAPRI reporting system and produce a final C&P report as part of the examination process. For this immediate requirement, the Contractor must be credentialed at Alexandria VAMC and Fort Polk and experienced in the C&P MH Examination Program. This specific requirement includes the following timeframes for delivery: Examinations will follow the timeliness standards defined in the C&P Program; The VHA has a time standard of 35 calendar days, after receipt of the examination request, to complete the examination and requires tests. The VHA time standard for documentation of examination reports and results of tests must be completed and available within 2 calendar days of the completion of the examination and/or tests. The designated North American Industry Classification Systems (NAICS) Code for this procurement is 621330 with a small business size standard of $7M. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. No solicitation will be published. Responses to this notice, if any, must show clear and convincing evidence that competition is attainable and more advantageous to the Government. This 'Notice of Intent' to sole-source as the result of this urgent and compelling need is not a request for competitive proposals. A determination not to compete this proposed contract action is solely within the discretion and authority of the Government. Information received will normally be considered solely for the purpose of determining whether to solicit this requirement as a 'full & open' competitive procurement. No reimbursement for any costs associated with providing capability statements will be provided by the VHA.
