17 Sept. 09 AUTHORITY: 10 U.S.C. 2304 (C)(1), JUSTIFICATION: SUPPLIES REQUIRED ARE FROM ONLY ONE OR A LIMITED NUMBER OF RESPONSIBLE SOURCE(S) AND NO OTHER TYPE OF SUPPLIES WILL SATISFY AGENCY REQUIREMENTS. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES AN/OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLCIT AND NEGOTIATE WITH ONLY ONE, OR A LIMITED NUMBER OF SOURCES UNDER THE AUTHORITY OF FAR 6.302-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED PRIOR TO THE CLOSING DATE ON THE SOLICITATION WILL BE CONSIDERED BY THE GOVERNMENT. A DETEMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT BASED UPON RESPONSES TO THIS NOTICE IS SOLEY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALY BE CONSIDERED SOLEY FOR THE PURPOSE OF DETERNMING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. SPECIFICATIONS, PLANS, OR DRAWING RELATING TO THE PROCUREMENT DESCRIBED ARE INCOMPLETE OR NOT AVAILABLE AND CANNOT BE FURNISHED BY THE GOVERNMENT. Combined Synopsis/Solicitation: This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; proposals are being requested. A written solicitation will not be issued. Solicitation Number: FA8224-09-R-0125 Classification Data: *this solicitation number is issued as an invitation for bid, request for proposal or quote. NAICS Code: 811219 FSC Code: J066 SBA Applicability & Size Standard: Description of item(s) to be acquired: 0001 - Full service ARL3580 ICP Spectrometer-Maintenance for the ARL3580 ICP Spectrometer including all labor, materials, equpment, supplies, lodging and transportation necessary to provide full service maintenance for the spectromter. Dates and Place of Delivery: The requested service shall be a one year period of performance from the date of contract award along with two option years to be exercised at the governments discresion. Technical points of contact will be provided on the awarded contract. The place of performance is Hill AFB, UT Evaluation of Proposals: Award will be conducted under the provisions of FAR Part 12, Commercial Items. The responsible offerors must be registered in the Certifications and Representations database (available at: http://orca.bpn.gov/) system per FAR 52.212-3. Offerors must also be registered in the Central Contractor Registration database (available at: www.ccr.gov) per FAR. Lack of registration in CCR will qualify contractor as ineligible for award. All prospective offerors are responsible for monitoring this site for the release of modifications (if any) or other information pertaining to this request.
