Description
RECOVERY Funded by the American Recovery and Reinvestment Act of 2009 ("ARRA"). This notice is provided for informational purposes ONLY. This is not a solicitation The General Service Administration (GSA), Safety, Environment and Fire Protection Engineering Branch intends to award one task order for contractor support. The Safety, Environment and Fire Protection Engineering Branch is responsible to ensure that all federal buildings are provided with an adequate level of safety. The Fire Protection Engineering Branch serves as the Authority Having Jurisdiction for GSA and issues Certificates of Occupancy for all new construction, renovations, and occupancy changes in federally owned buildings. Part of the Stimulus funding will be used to modernize several of our federally owned buildings and construct new federal buildings. These projects will need to be reviewed and approved at all stages by the Fire Protection Engineering Team. These support services are in support of GSA stimulus projects in the National Capital Region. The government intend to issue a task order for (2) Fire Protection Engineers. The government total estimate of hours for the support service is 2500. The procurement will be conducted in accordance with FAR Subpart 8.4 using the Professional Engineering Services Federal Supply Schedule more particularly SIN 871-2. This task order requires a performance period of (12) month from Date of Award in accordance to FAR 52.232-18 and Availability of Funds. 52.232-19 Availability of Funds for the Next Fiscal Year and result in a firm fixed price task order placed with one of the three schedule contractor that provides the best value to the Government. Summary of Architect-Engineer Project: The contractor shall provide all necessary qualified personnel, materials and services to conduct/perform approved support requirements in accordance with this Statement of Work (SOW). The contractor shall provide support service to the Fire Protection Branch. The contractor selected must have experience, capability and willingness to commit the resources necessary to plan, organize, and execute the tasks in an expeditious and efficient manner. 1. Fire Protection Engineer Qualifications. The fire protection engineer (FPE) shall be registered and possess a BS in Fire Protection Engineering. The FPE shall have 10 years of consecutive experience in the past 10 years doing fire protection engineering. Complete documentation to support experiences in all the stated areas must be resubmitted as a part of the submittal package. 2. The proposed engineer shall demonstrate that they have acted in charge of fire protection engineering designs involving all aspects of fire protection. This includes design of wet, dry, pre-action and deluge sprinkler systems and wet chemical extinguishing systems. The qualifications of individuals shall also include design of multiplex/addressable building fire alarm and emergency voice communication systems. Additional experience in submittal review, construction inspection, acceptance testing and commissioning systems. Resumes must demonstrate such experience. The FPE shall also demonstrate a thorough working knowledge and formal training in fire protection codes and standards, especially the latest edition of NFPA 101, the Life Safety Code and the International Building Code. Amendment No. 00001 to Special Notice Note: In the announcement, the description of the job reads "Registered" Fire Safety Engineer. However, the selected Engineer will not be certifying any documents or providing any services that require a register engineer. The purpose and rationale of the announcement's description to utilize the word "registered" is to show the desire of GSA to obtain a Fire Safety Engineer which demonstrates through his/her registered status that he or she is well knowledgeable in the required field of expertise expressed on the announcement. No FAR Part 36 Brooks Act will apply. The procurement will be conducted in accordance with FAR Subpart 8.4 using the Professional Engineering Services Federal Supply Schedule more particularly SIN 871-3 Due to system error the Contracting Office location is incorrect and the correct Contracting Office location is as follows: GSA/PBS/NCR 11 301 7th Street SW, Room 7107 Washington DC 20407 This is a notice for announcing the specific RECOVERY initiative.
