Description
Attachment 1 - Sole Source Justification THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Institutes of Health, Department of Radiology and Imaging Sciences to negotiate on sole source basis with Siemens Medical Solutions USA, Inc., Glasgow Business Community, P.O. Box 6101, Newark, DE 19714 to provide a service contract for nuclear imaging equipment (1. E-Cam Sing (head) 2 E-cam Dual (head), and 3. E Soft P Workstation). These systems are used in the Nuclear Medicine Department to perform diagnostic radioisotope studies on patients who are being followed for various protocols. Treatment options are frequently determined by various imaging modalities and these cameras serve to obtain treatment dependent test results. It is imperative that the equipment remain state of the art, performing daily under optimal specifications. Each of the systems will be provided with the following types of service: labor and 100% parts coverage, system updates, access to Siemens up-time service support center, syngo EVOLVE obsolescence hardware and software package updates, and principle work hours service coverage with ½ day or less response time for emergent service. Siemens Medical USA is the manufacturer of the equipment and the only provider for the desired services. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 334517 and the Size Standard is 500 employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
