- Equipment List Final approved redacted J&A This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a brand name request for quote (RFQ) and is being issued as 100% small business set-aside. The solicitation document, incorporated provision and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-36, Effective 10 Sep 2009. All responsible sources offering the Cisco Voice Over Secure Internet Protocol (VoSIP) phones and associated equipment and warranties as stated below may submit a quotation which shall be considered. Prospective offerors must be CCR registered and must complete the ORCA on-line representation or provide a copy of their representation and certification as required by FAR Clause 52.212-3. The North American Industry Classification System (NAICS) code is 334220. 1. Description: The required brand name items are as listed on the attached equipment list. Please provide pricing in accordance with the equipment list provided. NOTE: Potential bidders must warrant that they are an authorized Cisco partner. In addition, all products must be manufacturer new. All Cisco products must be sourced either directly from Cisco or from an authorized Cisco distributor and include the full Cisco warranty and are supportable via Cisco's warranty and support. All Cisco licenses and warranties/support contracts must convey to the US Air Force. Prices must be submitted based on FOB Destination prices. 2. Delivery: 30 Oct 09 FOB Destination 3. EVALUATION: Award will be made on the basis of the lowest priced proposals meeting or exceeding the acceptability standards for non-cost factors. The following factors shall be used to evaluate offers: (a) Delivery Schedule (b) Price. Delivery and price are equally as important. Offerors not able to meet the required NLT 30 Oct 09 delivery date will not be considered unless as noted below. Delivery must be in full by the required delivery date. Those offerors with the capability of delivering by the NLT date will be evaluated based on lowest price. The Government may make multiple awards in order to obtain the best overall value for the Government. In the case of all offerors not being able to meet a NLT delivery date for a particular item, award may be made to the offeror providing the delivery date closest to the NLT date provided. Therefore, if an offeror cannot meet the NLT delivery date, the offeror should provide the earliest date in which they can make delivery. The Government reserves the right to award a single award or make multiple awards in order to obtain the overall best value for the Government. 4.
