- Requirement is solicited as lump sum for unit of issue; however line item pricing is required for bid submission. The purpose of this is threefold: 1) Have vendors confirm offer of each brand name item or "equal" substitution. 2) Allow for submission of line item bids so that the Government can determine if it is in its best interest to consider any partial quotes. 3) If necessary, allow the Government to modify the resulting award to permit partial billing to the awardee(s).
