Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to BD Biosciences, 2350 Qume Drive, San Jose, California 95131-1807. The reference number NHLBI-PB-(AR)-2009-323-MLK The item to be purchased is a Facscanto Ruo Canto special order laser upgrade. It includes a 50mw 405nm fiber-launched violet laser. The collection emission will be configured with 2 PMT’s. Mirrors and filters will be configured to detect Pacific Blue, AmCyan, and an additional DAQ board will be included to support configuration. The Government's estimated expected delivery date is within 90 days after receipt of the purchase order. The delivery point is the National Institutes of Health (NIH), National Institute of Arthritis and Musculoskeletal and Skin (NIAMS) Bethesda, Maryland. NIAMS currently has a BD Biosciences FACSCanto that uses two lasers for excitation: 488nm (blue), and 633nm (red). When the cytometer was originally purchased in 2006 these wavelengths were considered adequate for the excitation of most flurochromes. However, with recent advances in flurochorme technology, a 405 nm (violet) laserupgrade will significantly expand the capabilities of the existing flow cytometer, allowing NIAMS investigators to use the FACSCantro to detect probes such as AmCyan, Alexa Flour 405 Pacific Blue, Pacific Orange, numberious Quantrum Dot reagents as well as DNA-binding dyes: DAPI, Sytox Blue, Fixable Live/Dead Violet and DyeCycle Violet – many of these reagents have just recently been developed. BD Biosciences is the sole vendor to provide this 405nm violet laser upgrade, and any third part parts would void and prevent any future BD Biosciences service contract. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB-(AR)-2009-323-MLK may be submitted to the National Heart, Lung and Blood Institute, Office of Acquisitions, Procurement Branch, 6701 Rockledge Drive, Suite 6151, Bethesda, Maryland 20892-7902, Attention Margo Katzper. Proposals are due September 23, 2009 by 7:30 a.m., Eastern Time. Response may be submitted electronically to mkatzper@nhlbi.nih.gov. Responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
