Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-36. This solicitation is being issued as a Request for Quotation (RFQ) #0224057. This solicitation is being issued under Simplified Acquisition Procedures (SAP) authorized by Test Program. The North American Industry Classification System (NAICS) is 339920. This will be a Fixed Price Contract. The Government intends to solicit and negotiate with Mancom Manufacturing Inc, 1335 Osprey Drive, Ancaster, Ontario, Canada L9G 4V5, on a sole source basis to provide the necessary material, labor and service to repair the FBI's Academy outdoor fire Range 5 to become fully operational. Range 5 was originally designed and installed utilizing Mancom electronics and controller systems and Blackwater pneumatic steel targets. The Blackwater Target air cylinder system has become inoperable due to water damage to the electrical components. Blackwater will not redesign the system because the company has gone out of the target business. Mancom will redesign the air cylinder problem and will integrate the Blackwater system with the Mancom control system to bring the range into a functional training operation. It has been determined that this is the only source to meet the FBI's requirement based upon Mancom designers have been involved with problem solving the issues inherent to Range 5 for several years. This company has been acceptably responsive to prior FBI request for system repairs by adopting and interfacing existing target components with system proprietary to Mancom. Delivery is expected 30-45 days after receipt of order. Destination Point: Quantico, VA. This solicitation incorporates one or more clauses by reference with the same force and effect as if they were given full text. Each offeror shall include a completed copy of the FAR provisions at 52.212-1 Instructions To Offerors-Commercial Items (June 2008), 52.212.3 Offeror Representation and Certifications - Commercial Items (Aug 2009), 52.212-4 Contract Terms and Conditions - Commercial Items (Mar 2009) and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Aug 2009) is incorporated by reference and applies to this acquisition, 52.223-1 (Dec 2007) Biobased Product Certification, and 52.212-2 Evaluation - Commercial Items (Jan 1999). Interested persons may identify their interest and capability to respond to this requirement. Technical acceptability will be determined solely on the content and merit of the information submitted by the offeror in response to this notice. This notice of intent is not a request for competitive bids. However, all bids received within seven (7) calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A technically acceptable proposal must clearly show that the offeror can meet the requirement of the Government.
