Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR QUOTE. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. The National Institutes of Health (NIH) intends to negotiate under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) on a sole source basis with Carlyn Consulting, 16341 Limeston Court, Leesburg, Virginia, 20176-7825. NO SOLICITATION EXISTS FOR THIS REQUIREMENT. The total contract dollar amount will not exceed the Simplified Acquisition Threshold. This procurement is for a follow-up study to assess the progress of the Office of Research Women's Health Program. The period of performance will be from date September 22, 2009 through September 21, 2010. The North American Industry Classification System Code is 541611 and the size standard is $7.0 mil. BACKGROUND: The Office of Research on Women's Health (ORWH) is the focal point for women's health research at the National Institutes of Health (NIH). ORWH was established in September 1990 to serve as a catalyst in mobilizing the different NIH Institutes and Centers (ICs) and the broader scientific community to address gaps in knowledge related to women's health. To assess the progress that had been made during its first ten years, a comprehensive evaluation was conducted. The purpose of the anticipated contract is to conduct a follow-up study using an approach similiar to the one used in the previous evaluation to determine the progress that has been made since FY 2000 and enhance ORWH's future planning. The results of the study shall be discussed by a broad group of stakeholders who will meet at NIH in September 2010 to commemorate ORWH's 20th anniversary, assess the progress that has been made, and discuss the strategic research priorities for women's health research for the coming decade. The sole source justification is based on the fact that the present ORWH evaluation is especially challenging for several reasons: (1) the breadth of the study (assessing the program activities and progress made by a very active NIH office over a nine-year period); (2) the relatively short period of performance (60 weeks); and (3) ORWH's desire to have the study conducted at a reasonable cost. In order for the evaluation to be successful, it will be necessary to quickly locate the information needed to answer the study questions and to extract and code the data using an approach that has been shown to be valid and effective. The most cost-effective approach would be for Carlyn Consulting to continue this project for the evaluation of the NIH Office of Research on Women's Health. They have designed and conducted the Evalution of ORWH's First Ten Years, using the approach, the present followup evaluation can be successfully completed at a reasonable cost within a 60-week period. Interested parties may identify their interest and capabilities to this notice for consideration in any future requirements. The determination by the government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the government.
