- Description
- The US EPA intends to enter into a Basic Purchase Agreement (BPA) with ISTAR Financial on a sole source basis for alterations to the site and building occupied by EPA Region 1 New England. The facility is currently leased by GSA from the facilitiy's owner. The US EPA is the sole tentent. All repairs to the building in accordance with the lease must be contracted for with owner's designated representative, ISTAR. The only source for contracting such repairs is ISTAR. The satutory authority permitting other than full and open competion is 10 USC2304(c)(1) and FAR 6.302-1, only one responsible source, because the lease would be violated if another source is used. The EPA intends to enter into a BPA with ISTAR for such services for a period from October 1, 2009 through September 30, 2012. This notice is not a competitive request for proposal. A competitive solicitation will not be issued.
