Description
17.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number is RFQ9131 and is being issued as Request for Quotes (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. All responsible sources may submit a quotation that will be considered by the agency. The North American Industry Classification System Code (NAICS) for this acquisition is 334516 and the small business size standard is 500. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIH/NIAID) intends to procure a High Performance Automated Liquid Chromatography System (HPLC). The following instrument and products may be acquired under this acquisition: Item/Description/ Quantity: (1) Chromatography System to consist of a dual gradient pump 50/500 nl/min for both gradients; Max pressure 10,000 psi; Temperature controlled compartment with two 10 port column switching valves, start-up kit with control software - Qty-1; (2).Autosampler,10,000psi 6 port injection valve(1/32" connections). Two microtiter plate or 96 sample vials capacity, cooled sampled compartment - Qty - 1; (3) Training/ Installation/Warranty. The following factors shall be used to evaluate offers : 1) price, 2) warranty, and 3) technical capability to meet required specifications. The Government will award a firm fixed price purchase order resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Please note the FOB terms are "Destination" therefore any offer should include shipping costs as a part of the total contract price. Payment Net 30 days. Place of delivery NIH/NIAID, Rockville, Maryland 20852. All responses shall be evaluated in order to determine the ability to meet the above stated capabilities. Contractor Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; FAR 52.225-1, Buy American Act-Supplies; FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award]. Offers must be submitted no later than 3:00 P.M. Eastern Daylight Savings Time on Thursday, September 24, 2009.
